  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess and maintain a valid Puerto Rico State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.

Qualifications

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 1 = All permanent Officers, Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers, Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.


TEMPORARY PROMOTION / INDEFINITE:
This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, HRO MUST clear the Department of Defense (DoD) Priority Placement Program (PPP) prior to process the personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.

An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. Permanent employees who apply for, and are selected for, an indefinite or temporary position do not maintain their permanent tenure status, nor do they have restoration rights back to their permanent position or status. These employees' Tenure Group changes as a result of a change in the appointment status in which the employee is serving. A technician NG-T32 (Dual-Status) or NG-T5 in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. NG-T5 employee selected for this position will not have return rights to their former permanent technician position after conversion to NG-T32(Dual-Status). DUTIES:
As a MILITARY AND FAMILY READINESS MANAGER (D2409000), GS-0301-12, you will direct, supervise, provide leadership, plan, develop, monitor, steward, and administer the Service Support Program for National Guard and Reserve members and their families, including any family of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.), that reside in the state, at all levels of contingency and mobilization.

PHYSICAL DEMANDS:
Work is predominantly sedentary in nature, some walking, standing, carrying of light items is required.

WORKING ENVIRONMENT:
Work is usually performed in an office setting, operating a personal computer and other office equipment. Regular travel to attend conferences, meetings and/or to visit military units to provide family program briefings.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-11 position or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as research, analyze, develop, train, lead, supervise subordinates and execute the National Guard Family Program and readiness policies plans and procedures; ranging from mobilization planning to automated records tracking system to track, provide supervision and training to available volunteers for base and unit family; analyzing established processes, evaluating successes, and identifying areas for improvement of productivity, efficiency and effectiveness of program operations; establish performance indicators and measure these against program goals and objectives; development and updates of policies and regulations related to family social programs, and the dissemination of program guidance; development administrative regulations governing the program capabilities, allocation and distribution of personnel supplies, equipment and other resources; make decisions, analyze recommendations, exercise analytical ability, judgment, discretion, and personal responsibility, provide supervision and leadership; working experience interpreting regulations, policies or law and providing guidance.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study leading to a bachelor's degree, in an accredited college or university, is equivalent to the GS-05 position, one (1) full year of graduate level education or superior academic achievement is equivalent to a GS-07 position, master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, is equivalent to a GS-09 position,(i.e., 36 weeks of substantially full-time hours, or the equivalent) of the required experience. Courses must be directly related to the work of the position.

NOTE:
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience. Courses must be directly related to the work of the position.

Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
