Summary:
The purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Child Development Center or School Age Care Program while ensuring the staff provides appropriate developmental care and instruction for children and youth in Child and Youth Programs (CYP). The incumbent provides routine supervisory oversight, accountability, safety of children, instruction, mentoring, and coaching for CYP direct care professionals who work in Department of Defense (DoD) operated military Child Development Centers or School Age Care Programs. The incumbent supervises, coaches, and manages their work to ensure the ongoing staff development, execution of DoD standards of care and curriculum, and delivery of care are consistent with best practices of child/youth development programs. The incumbent is responsible for providing guidance on scope of work and related duties, and assistance on the more complex, non-routine problems encountered by Child Development direct care professionals.

Duties:
1. As a supervisor, ensures staff provide appropriate developmental care and instruction for children and youth in Child Development or School Age Care Programs. Develops goals and objectives that integrate organization and (Child and Youth Programs) objectives.

2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

3. : Establishes, develops, and maintains effective working relationships with other managers and professional staff to ensure seamless service and continuity of quality for all children and youth.

4. Support and consistently reinforce developmental training of Child Development Center or School Age Care Programs direct care professionals.

5. Conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies.

6. Conducts quality assurance checks on classroom/activity records to include, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • IAW DAFI 34-144 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.
  • The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries.
  • Duties may involve working both indoors and outdoors. Classrooms and office areas are adequately lighted, heated, and ventilated.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position. (cont)
  • (cont) Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
  • Position is subject to immunization requirements as a condition of employment for working with children and youth. (cont)
  • (cont) Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine.

Qualifications

Conditions of Employment continued:
-Certificate in first aid and cardiopulmonary resuscitation is required.
-The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
-At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series.

Qualifications:
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

Basic Requirement for 1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. You MUST submit a copy of your transcripts.
OR
Combination of Education and Experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
AND


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of the theories, principles, and techniques and methodology of education and training of child and youth growth and development. This knowledge is necessary to provide oversight and direct involvement in the Child Development Center or School Age Care Program, which maintains and improves the physical, social, and mental wellbeing of young children and youth.

2. Knowledge of learning and recreational activities and services, of participant's interests and needs, and of the methods and management policies, practices and procedures which enable the employee to conduct or adjust program operations and production effectively within available resources.

3. Knowledge of food service regulations, design criteria, and equipment requirements.

4. Knowledge of how to plan and conduct subject matter related staff training and parent information programs.

5. Knowledge of budgetary, financial and resource management practices and procedures which is necessary to meeting program goals and objectives.

6. Ability to deal with superiors, youth, parents, paid staff, contractors, and volunteers in a skillful and tactful manner.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
