This position is within the Bureau of Human Resources, Office of Overseas Employment (HR/OE). The Office of Overseas Employment provides leadership, manages programs, develops, coordinates, and administers policies, regulations, systems, and procedures governing the independent overseas interagency human resources system of Locally Employed Staff (LE Staff) hired by the Department of State and other participating U.S. Government agencies attached to Foreign Service posts.

Duties

Help
  • Lead and coordinate program planning and performance management activities to support organizational goals.
  • Develop and implement policies, procedures, and guidance based on legislative and regulatory requirements.
  • Design and manage performance tracking systems and provide data-driven reports to support executive decision-making
  • Conduct program analysis and evaluations to improve efficiency, effectiveness, and outcomes.
  • Represent the organization in meetings and maintain stakeholder relationships, including supporting training and guidance initiatives.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

 Qualifying specialized experience must demonstrate the following:

  • Experience developing policies and guidance that improve compliance and reduce processing time for Locally Employed (LE) staff.
  • Experience designing performance tracking systems and delivering data-driven reports to leadership.
  • Experience analyzing programs and coordinating with stakeholders to improve efficiency and outcomes

There is no substitute of education for specialized experience for the GS-13 position.

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):
