Help
  • Serves as the Director of Emergency Services at a large multi-mission military installation and as such, is the primary responsible manager for law enforcement, physical security, and fire and emergency services
  • The incumbent is responsible for managing the efficient and effective coordination and accomplishment of all aspects of assigned programs including law enforcement, physical security, and fire and emergency services functions.
  • Duties include overseeing programs involving Fire and Emergency Services, per the Common Levels of Support (CLS) system, and includes Service Support Programs (SSPs)
  • Through subordinate supervisors/team leaders, performs a wide range of managerial tasks in planning, managing, directing, and evaluating law enforcement, physical security, and fire and emergency services operations.
  • Exercises exclusive law enforcement jurisdiction at the garrison with responsibility for investigating, apprehending, and detaining persons suspected or convicted of offenses against the criminal laws.
  • Represents the garrison for law enforcement, physical security, and fire and emergency services matters to the surrounding civilian communities to include the local, city and provincial police (112) and fire departments (119).
  • Forms and maintains close liaison and day to day working relationships with those local authorities as well as other Federal agencies.
  • Establishes and maintains mutual aid agreements with the civilian communities for consequence management operations for natural or manmade disasters.
  • Manages the current year budgets and forecasts resources for law enforcement, physical security, and fire and emergency services in the out-years.
  • Plans and coordinates what is to be accomplished by subordinate staff.
  • Ensures quality performance of contracted services of security guards.
  • Coordinates the police intelligence and law enforcement support to contingency operations.
  • Assigns work based on relative priorities, in consideration of difficulty, requirements of assignments and capabilities of employees.
  • Reviews end-product of functions supervised for completion, adequacy, and quality.
  • Interviews and selects candidates for appointment within the Directorate of Emergency Services.
  • In accordance with AR 190-56, serves as the certifying official for the individual reliability program for all assigned contract security guards.
  • Approves appointments, promotions, or reassignments to the Directorate of Emergency Services.
  • Hears employee complaints, problems, or grievances, giving advice, guidance, or counsel within established mission parameters on work or administrative matters.

  • This position is designated as Emergency Essential Civilian (EEC) position in accordance with AR 690-11. Must pass the pre-employment Physical Examination and an annual examination, and receive required immunizations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has a requirement to lift up to 15 lbs. in the regular performance of duties.
  • This position is supervisory as defined by the Office of Personnel Management (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment.


In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Performing program management duties for various emergency services such as physical security and fire and emergency services access control, law enforcement, community oriented policing, crime prevention and Fire and Emergency Services; AND 2) Planning, managing, directing and evaluating law enforcement, physical security, and fire and emergency services; AND 3) Develops and implements management controls to protect government property from waste, theft, or misuse.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
