The United States Space Force (USSF) at New Boston Space Force Station, NH is searching for a Communications Manager to serve as a technical expert for planning, directing, organization, and exercising control over NBSFS Base Operational Support - Information Technology (BOS-IT) systems and Site-OT networks (NH-2210-03, GS-12/13 Equivalent).

Description:
The ideal candidate for the Communications Manager role is a forward-thinking technology leader with a strong educational foundation, preferably holding a Master of Science in a technical discipline like computer science, engineering, or a related field. You are a strategic problem-solver with a proven track record of managing complex IT projects, from network operations and systems administration to cybersecurity and strategic planning. Your background demonstrates not just deep technical expertise, but also an exceptional ability to lead and mentor technical teams. You are a natural collaborator and skilled communicator who can effectively translate complex requirements for diverse stakeholders, build consensus, and negotiate solutions that drive mission success.

As our next Communications Manager, you will be at the heart of our mission, ensuring the U.S. Space Force has the IT and communications capabilities to succeed. This is a hands-on leadership role where you can make a tangible impact every day. You will:
-Spearhead the modernization of our IT infrastructure, overseeing critical technology upgrades and integration projects that directly support space and cyberspace operations.
-Serve as the senior technical expert for our operational networks, ensuring the availability, integrity, and security of essential hardware and software systems.
-Shape the future of our technological landscape by anticipating future needs, evaluating state-of-the-art solutions, and managing key technology contracts and vendor relationships.
-Lead and develop a team of dedicated IT specialists, providing administrative and technical oversight while fostering a culture of innovation, excellence, and teamwork.
-Manage a diverse portfolio of technology programs, from cybersecurity and industrial control systems to IT project management, ensuring operational readiness and mission accomplishment.

Key Skills and Abilities:
1. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
2. Knowledge of a wide range of Information Technology concepts, principles, and practices to review, analyze, and resolve difficult and complex IT problems.
3. Knowledge of installation communication system functions, topology, procedures and structure.
4. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
5. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
6. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
7. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
8. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / Relocation funding is authorized.
  • Subject to TDY 15 days per year.

Qualifications

The 2210 series has an individual occupational requirement that must be met and can be viewed here. There is no Group Coverage Qualification Standard for this series.
