Selectee will develop and execute the Member Service Succession Planning Program by developing, delivering and monitoring the MS Leaders Developing Leaders Program. .

Help

Provides expert advisory services and consulting services to management, senior leaders, and other staff members on specific and potential problem areas. Responds to difficult issues involving controversial and unique situations and develops appropriate interventions for management on significant issues and concerns particularly those not covered in precedents.

Major duties include, but are not limited to the following:

  • Serves as a Supervisor over the Organizational Management and Development Team developing policies, procedures, strategies and training to effectively acquire and manage Member Services resources, maximize performance and enable MS to achieve its mission;
  • Provides Member Services leaders with the tools required to identify and validate essential requirements, leader/leadership development and training, human capital management planning, succession planning and various employee/organizational maturity surveys;
  • Serves as the strategic human capital authority and expert who ensures assigned training and career management programs are developed/coordinated with Workforce Management Consultant (WMC) Human Resources;
  • Leads program strategy and ensure it is carried out to maximize support to the Business lines and assist in staffing both entry-level and senior level employees in accordance with the VHA and Member Services Strategic Human Capital Management Plans;
  • Analyst data regarding current and anticipate mission, programs, and changes in organizational development methods and technology;
  • Oversees all staffing needs within Member Services and liaison with MS Business lines and WMC HR to ensure effective recruitment, classification, and ER/LR processes are maintained for Title 5 and Hybrid T38 positions;
  • Serves as a Liaison with Workforce Management Consultants HR-related processes; coordinates and assists MS supervisor and/or managers with overall guidance and compliance with HR processes;
  • Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy.
  • Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats and opportunities.
This is a non-bargaining unit position. The initial application review cut-off for this job announcement is 75 applications. The first 175 applications received will be considered first. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrating expert knowledge of regulations, budget processes, analytical methods, and evaluative techniques required to plan and conduct organizational studies; oversees complex, enterprise-wide manpower studies that address broad organizational requirements; performs administrative and human capital management responsibilities, including providing consultation on employee and labor relations matters in conjunction with ER/LR and EEO Specialists; and advises management and senior leaders on developing major program action plans and implementing key policy initiatives that advance enterprise objectives.
