Duties

Help

The primary purpose of this position is: To serve as first level supervisor and CNAF lead airlift planner for the 613 AOC/AMD, providing leadership and direction over nonsupervisory employees assigned to the Airlift Control Team (ALCT) Airlift Plans Branch responsible for every facet of planning, scheduling, tasking, and execution of PACAF airlift missions operating around the world.


Duties

  1. Plans, organizes, and directs the activities of the 613 AOC/AMD Airlift Control Team (ALCT) Airlift Plans Branch.
  2. Exercises supervisory personnel management responsibilities.
  3. Represents the 613 AOC/AMD ALCT with a variety of installation and functional area organizations.
  4. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions
  5. Serves as the lead airlift plans subject matter expert advising senior PACAF, 13 AF, and 613 AOC leadership and staff on a variety of airlift-centric operations, issues, and concerns.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • "This is a Mission-Essential position performing a Mission- Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Work may require occasional travel by regularly scheduled military or commercial transportation when performing TDY.
  • Work involves shift work. May involve overtime if work conditions dictate. As a minimum, this position requires the supervisor to pull at least 1 of each shift tours per quarter for proficiency and management review.
  • Incumbent may be required to be on standby to respond to emergency requirements, which could involve procuring transportation, resolving on-the-spot problems and assisting customers in emergency situations.
  • USAF air mobility rated (pilot or navigator) background and extensive experience working in an Air Mobility Division is highly desirable.
  • Must maintain AOC positional certification and currency.
  • Must have or be able to obtain a Top Secret clearance.
  • This is a 'KEY' position. Incumbent(s) must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations (2150)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of airlift operational concepts, policies, principles, practices, objectives and applicable directives to make independent decisions and recommendations to include contingency and exercise planning and execution airlift principles, procedures and concepts; knowledge of DOD and agency operations, practices, policies and procedures to effectively plan global readiness operations; knowledge of the OSA validation process and procedures and related DOD, and Agency guidance; knowledge of channel airlift policies, principles, procedures and concepts; knowledge of Agency and command directives, plans, instructions, and processes including those related to the handling of hazardous cargo; knowledge of a wide range of international diplomatic clearance procedures and policies including the DoD Foreign Clearance Guide; knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety; knowledge of safety and security regulations, practices, and procedures; knowledge of aircrew flying limitations and crew rest requirements; knowledge of flight operations, airfield information and restrictions, en route supplements, i.e. runway length, load bearing capability, types of fuel available, etc; knowledge of organic and commercial airlift capabilities and limitations, to include type aircraft possessed and configurations available, for planning, scheduling, tasking and executing channel air operations missions; in-depth technical knowledge of deployment processes, JOPES, automated flight management and aircrew operations in the contingency and exercise environment; knowledge of air mobility information systems and tools for planning and executing air mobility missions; e.g., Consolidated Air Mobility Planning System (CAMPS), Global Decision Support System (GDSS), Logbook, Single Mobility System (SMS), Jet Plan Flight Planning System, Automated Computer Flight Planning (ACFP), and Aircraft and Personnel Automated Clearance System (APACS); and knowledge in the application of DOD, Joint and AF transportation principles, concepts and methodologies; and transportation directives, procedures, guidance and policy.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Comprehensive knowledge of a wide range of airlift operational concepts, policies, principles, practices, objectives and applicable directives to make independent decisions and recommendations to include contingency and exercise planning and execution airlift principles, procedures and concepts. Knowledge of channel airlift policies, principles, procedures and concepts. Knowledge and skill in the application of DOD, Joint and AF transportation principles, concepts and methodologies; and transportation directives, procedures, guidance and policy. Skill in conducting in-depth airlift transportation studies, analyzing findings, and recommending courses of action.
  • Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety. Knowledge of safety and security regulations, practices, and procedures. Knowledge of organic and commercial airlift capabilities and limitations, to include type aircraft possessed and configurations available, for planning, scheduling, tasking and executing channel air operations missions.
  • Knowledge of AF and command directives, plans, instructions, and processes including those related to the handling of hazardous cargo. Knowledge of flight operations, airfield information and restrictions, en route supplements; i.e. runway length, load bearing capability, types of fuel available, etc. Knowledge of aircrew flying limitations and crew rest requirements. Knowledge of a wide range of international diplomatic clearance procedures and policies including the DoD Foreign Clearance Guide.
  • In-depth technical knowledge of deployment processes, JOPES, automated flight management and aircrew operations in the contingency and exercise environment. Ability to interpret new policies and directives as they apply to global airlift transportation programs. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work.
  • Knowledge of air mobility information systems and tools for planning and executing air mobility missions; e.g., Consolidated Air Mobility Planning System (CAMPS), Global Decision Support System (GDSS), Logbook, Single Mobility System (SMS), Jet Plan Flight Planning System, Automated Computer Flight Planning (ACFP), and Aircraft and Personnel Automated Clearance System (APACS). Knowledge of DOD and agency operations, practices, policies and procedures to effectively plan global readiness operations. Ability to effectively manage and direct transportation activities; and evaluate and resolve technical issues. Knowledge of the OSA validation process and procedures and related DOD, Air Force and PACAF guidance.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both written and verbal. Ability to articulate and communicate mission goals in terms of specific program outcomes. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems. Ability to recognize based upon experience and precedent, possible solutions to problems not covered by specific guidance.
