Summary

This position is located in the Farm Service Agency, Deputy Administrator for Farm Loan Programs, Program Operations and Appraisals Division.

The selectee is responsible for planning, developing, and implementing a variety of operational and administrative initiatives to provide analytical and decision support services to the Division Director, the Deputy Administrator for Farm Loan Programs and other senior officials of the Farm Service Agency.

Duties

Help
  • Designs and conducts studies to detect actual or potential operational problems within the Agency's farm loan programs, and develops, tests and implements solutions to such problems.
  • Develops and maintains automated farm loan program data, extracts and evaluates data, and prepares and presents reports and recommendations to management.
  • Provides expertise in re-engineering outdated work methods in order to increase operating effectiveness and efficiency.
  • Works with other Division and Farm Loan Program officials in determining budget needs, formulating program budgets, and monitoring expenditures.
  • Designs and conducts training programs to provide staff with the knowledge and skills necessary to deal with highly complex issues affecting Farm Loan Program operations.
  • Identifies measurable tasks for use in establishing and evaluating program accomplishments and determines appropriate measurement techniques and methods.
  • Coordinates the collection of data needed by program managers for input into management and financial reports.

Qualifications

Specialized Experience Requirement

For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: (1) Assisting in developing data requirements for a Farm Loan Program; (2) Providing data for use in developing financial reports; (3) Providing generated reports to ensure internal accuracy and compliance with program requirements; (4) Assisting in development of training programs to provide the audience with the knowledge and skills necessary to deal with highly complex issues affecting Farm Loan Program operations.

For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in the federal service or comparable experience not gained through federal service. Specialized experience is defined as: (1) Planning or developing a variety of operational and administrative initiatives related to Farm Loan Programs; (2) Conducting studies to detect actual or potential operational problems within an organization's farm loan program; (3) Maintaining automated farm loan program data; (4) Preparing and/or presenting reports and recommendations critical to farm loan management support and decision making.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.

Telework: This position is not eligible for telework.
