This position serves as the Office Director and is resposible for managing the financial resources of PRM, DRL, GHSD, GFS, FAO and F/EX.

Duties

Help
  • Implements, administers, and interprets budgetary and financial policies and procedures as established by the Department, the Office of Management and Budget (OMB), and the Government Accountability Office (GAO).
  • Collaborates with senior program managers and staff in forecasting workload and operational requirements for use in preparing budget estimates.
  • Develops and maintains justification materials and information that may be subsequently required to prepare further supportive data or otherwise defend budgetary requests.
  • Administers an integrated financial planning process for PRM, DRL, GHSD, GFS, FAO and F/EX.
  • Develops and directs the management of financial resources to provide budgetary, accounts management and control, and other financial services for PRM, DRL, GHSD, GFS, FAO and F/EX.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:   

  • Experience forecasting workload and operational requirements for use in preparing budget estimates.
  • Experience developing justification materials, and presenting a bureau budget to Department leadership, the Office of Management and Budget, and Congress.
  • Experience administering an integrated financial planning process for the operation of multiple organizations.
  • Experience developing financial management policies and procedures.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies: 

  • Knowledge of federal mandates including the Chief Financial Officer’s Act, the Anti-Deficiency Act, the Federal Managers’ Financial Integrity Act (FMFIA) and the Foreign Assistance Act to ensure organizational compliance.
  • Skill in managing inputs to complex financial systems and designing financial plans that align with bureau operations and international program goals.
  • Ability to direct a diverse workforce through subordinate supervisors or team leaders, including evaluating performance and identifying developmental needs.
  • Knowledge of the federal budget cycle, including planning, formulation, execution and monitoring of multi-bureau financial programs.
  • Skill in identifying operational bottlenecks and implementing process improvements or business practice changes to increase production and quality.
