The Mission Capabilities Directorate (MCD) drives enterprise technical and information sharing solutions, prioritizes and manages requirements in support of whole-of-government counterintelligence and security mission partners. MCD identifies mission gaps, builds capabilities through full lifecycle program development, drives data analytics and technical innovation, delivers threat RFIs/assessments, coordinates interagency partners, and ensures legal/policy/civil liberties compliance. MCD is seeking an outstanding IT Program Manager to join our team of mission-focused leaders who identify and develop in-demand solutions and integrated capabilities on behalf of the Counterintelligence and Security community to more effectively help them execute their duties. The IT Program Manager will lead a critical counterintelligence and security analysis and information sharing capability that provides a common intelligence picture (CIP) to help counterintelligence and security professionals understand foreign intelligence and security threats to assets, systems, and facilities important to U.S. national security. The IT Program Manager oversees all program aspects including mission requirements advocacy, technology development, AI innovation, system accreditation, operations and maintenance, data management, contracts, budget, authorities, and legal/policy/civil liberties compliance. This high-visibility leadership role directly impacts national security threat awareness and counterintelligence operations across the federal enterprise.

Primary Responsibilities:

Program Leadership & Strategic Direction: Serve as primary point of contact, ensuring effective communication with IC, critical infrastructure practitioners, and interagency partners. Oversee the PMO including application development, data sourcing, and campaign engagement teams. Develop strategies to enhance capabilities including technology development, AI innovation, data governance, and advanced analytics, ensuring alignment with NCSC objectives and IC counterintelligence priorities. Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.

Intelligence Analysis & Mission Support: Plan, research, develop, and communicate in-depth analyses of complex national, regional, and global issues for senior policymakers and key IC, DoW, law enforcement, and ODNI components. Prepare written and oral briefings tailored for non-expert audiences. Identify key intelligence sources and develop collection strategies addressing gaps in analytic capabilities across USG.

Interagency Coordination & Collaboration: Coordinate with IC components, DoW, and counterintelligence stakeholders to ensure program meets evolving requirements and national security priorities. Build productive relationships with colleagues, experts, policy committees, and law enforcement to enhance collaboration and information sharing across IC and USG for unified threat awareness.

Program Management & Execution: Provide leadership for this complex IT program with ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, and high risks. Manage risks, assess requirements, identify dependencies, and develop responsive project plans. Oversee project plans and schedules throughout the system lifecycle. Lead performance reviews and control gates, making authoritative decisions on next steps.

Budget & Resource Management: Manage budget, resources, and contracts ensuring effective execution and compliance with laws, regulations, and policies. Provide expert oversight of cost estimates and participate in budget planning activities.

Subject Matter Expertise & Team Leadership: Continually develop expertise in counterintelligence and GEOINT to maintain government-wide reputation as a subject matter expert. Attend training, seminars, and conferences on emerging threats, technologies, and methodologies. Lead, mentor, and develop junior colleagues. Execute senior-level guidance in fast-paced environments, translating strategic goals into specific objectives with appropriate metrics.

  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)

  • A two-year trial period is required for all new permanent appointments to the ODNI.

Mandatory Requirements:

Subject Matter Expertise: Expert knowledge and expertise in specialized subject matter areas, including understanding of how technology is used within the IC and in the national security interest. Expert knowledge of IC organizations, their roles, responsibilities, policy support mechanisms, and procedures.

Counterintelligence & GEOINT Knowledge: Strong familiarity with counterintelligence operations, geospatial intelligence, and multi-source intelligence integration to support threat analysis and vulnerability assessment.

Analytic Excellence: Superior ability to effectively plan, research, develop, and write high-quality, complex analyses, studies, and briefings on key U.S. policy and national security objectives for IC consumers and policymakers at the highest levels of government. Expert analytic and critical thinking skills, including strategic thinking ability and application of methodological tools and approaches to research, analyze, and present data (modeling, link analysis, software).

Program Management: Expert knowledge of governance rules and project lifecycle methodologies, with considerable understanding of project management concepts and principles. Expert experience providing leadership and oversight to complex projects, including managing/mitigating risks, assessing customer requirements, identifying dependencies, developing project plans, and estimating costs using quantitative analysis.
Communication Skills: Superior ability to communicate complex information clearly and concisely, both verbally and in writing, targeted to diverse audiences with different perspectives and objectives.

Stakeholder Management: Ability to establish and maintain productive working relationships with high-level internal and external resources, effectively exchanging information within ODNI and across the IC.

Leadership & Problem-Solving: Superior interpersonal, organizational, and problem-solving skills, with ability to work effectively both independently and collaboratively. Proven ability to lead, mentor junior colleagues, and promote team development.

Execution & Adaptability: Superior ability to execute senior-level guidance in fast-paced environments, translating strategic goals into specific objectives with appropriate metrics. Creative problem-solving skills, flexibility, and initiative in carrying out mission responsibilities, including openness to changing opinions based on new information.

Information Sharing: Superior ability to oversee information sharing programs and promote information sharing practices across the IC and USG.

Expert ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders

Desired Requirements:

Analytic Tradecraft: Expert knowledge of analytic tradecraft and ability to communicate intelligence information to both generalists and specialists.

Technical Expertise: Expert knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines.

Education: Bachelor's degree or equivalent experience in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management, or related field providing advanced knowledge of applications, systems, or networks.

AI & Advanced Analytics: Experience with artificial intelligence, machine learning, or advanced analytics platforms supporting intelligence analysis.

Data Governance: Familiarity with data governance frameworks, data quality management, or enterprise data architecture.

Geospatial Analysis: Experience with geospatial analysis tools, mapping platforms, or location-based intelligence.

SALARY DETERMINATION

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.

In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
