Help

As a Environmental & Social Monitoring Specialist, you will:

  • Monitor the E&S performance of active projects within DFC's portfolio through desk-based and on-site activities, with travel anticipated to be undertaken no less frequently than every other month, in accordance with Agency needs.
  • Engage in person and virtually with clients to assess resourcing and skill required for adequate E&S risk management, to assure corrective actions are assigned and completed as needed, and to build clients' capacity in E&S risk management.
  • Engage with third parties who perform monitoring at DFC's request to understand status of clients' E&S risk management.
  • Collect, report, and synthesize monitoring data into reports and plans for projects assigned.
  • Produce high quality written reports and deliver oral reports outlining project, sector or portfolio findings and recommendations.
  • Support maintenance and improvement of internal DFC systems which track E&S risk management at project and portfolio levels.
  • Develop and update internal monitoring program elements, including templates, guidance and tools that provide the structure of E&S monitoring and reporting as assigned.
  • Identify meaningful E&S metrics and indicators for data collection, reporting and portfolio risk management.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your experience in all of the following:

  1. Experience conducting research or analysis on environmental and social sustainability/sustainable development topics in an international context.
OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;

OR

C. A combination of education and experience as listed above.

You may qualify at the GS-12 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your experience in all of the following:
  1. Experience analyzing and applying international frameworks or standards related to environmental and social sustainability and performance, such as those from the International Finance Corporation (IFC) or an international organization such as the United Nations or the Organisation for Economic Co-operation and Development (OECD).

Note: Education is not substitutional at this grade level.


You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following:
  1. Experience monitoring projects/investments for compliance with international environmental and social standards; and
  2. Experience generating technical reports on investment/project compliance and performance involving environmental and social risks.

Note: Education is not substitutional at this grade level.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
