As a Supervisory Financial Management Analyst, you will provide financial management direction, guidance and oversight to program offices.

Location of position: Office of the Chief Financial Officer (OCFO), Office of Financial Operations (BF).  

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Help

  1. Provides leadership, expert assistance and authoritative advice on the interpretation and implementation of governing policy in the area of financial management. Assists the Division Director and provides broad authoritative advice and assistance and performs broad policy related functions to include oversight and management of all budget and financial activities and initiatives within their program.
  2. Provides technical expertise to GSA personnel and is called upon to review and/or assess problematic or potentially controversial situations which are extraordinary, unique or otherwise contentious in nature.
  3. As a technical authority, serves as a troubleshooter for program personnel on a diverse range of issues, projects, or concerns requiring an overview of the total agency, financial management and budget operations with respect to resolving significant, controversial and/or otherwise highly charged situations.
  4. Continuously follows-up on work progress. Assures that staff employees understand the production goals and performance standards and use them in organizing their individual work. 
  5. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work; assigns work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters.

Qualifications

The GS-14 salary range starts at $127,829 per year.  Salary depends on the duty location and associated locality pay.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is experience managing complex financial operations and leading efforts related to budgeting, accounting, and financial policy.  This experience must include: 

  1. Developing long range plans and recommendations to meet organizational goals and objectives;
  2. Conducting complex analysis on program costs, financial performance, and resource allocation;
  3. Setting priorities, reviewing work, and mentoring junior staff in the performance of financial management work;
  4. Developing financial management processes and ensuring financial accuracy;
  5. Providing recommendations on financial policy and resource allocation.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  • Knowledge of the principles, theories, and practices of budgeting, accounting, and financial management to develop and implement new or revised policies and procedures.
  •  Knowledge of budget and financial processes, procedures, and requirements to analyze a variety of complex financial documentation including statutory, regulatory and systems requirements to determine their relevance to an organization's mission.
  • Ability to identify and analyze problems; weighing relevance and accuracy of information; generating and evaluating alternative solutions and making recommendations.
  • Knowledge of leadership principles necessary to plan, manage, and motivate the efforts of staff and teams to accomplish assigned program responsibilities at optimum levels of quality and productivity.
  • Ability to supervise subordinates, manage work assignments and analyze/evaluate job performance.
