The incumbent serves as a Supervisory Data Scientist, supervising personnel that exploit traditional and emerging methods for program optimization, agency planning, and improved decision making by performing data science, operations research, master data management, and/or data analytics.

As a Supervisory Data Scientist, you will:

  • Provide direction on planning, researching, and accomplishing project assignments which typically require the formulation and development of business process methods of existing operations.
  • Guide the analysis and evaluation of business requirements and user needs as a component of planning and design. Responsible for the overall management, planning, analysis, review, coordination, and integration of all actions necessary to inject sound data analytics into the decision-making process for the agency or department.
  • Oversee the use of advanced predictive analysis, data visualization, modeling, and data science methods to generate information, recognize patterns, and predict outcomes and their respective probabilities.
  • Build consensus amongst stakeholders to delineate strategy, objectives, tasks, and goals responsive to business requirements and user needs.
  • Use a high level of experience and knowledge to prevent, identify, and mitigate potential major problems in executing plans and determining the proper course of action to resolve issues. Adjust requirements as needed to accommodate necessary changes and delays.

The ideal candidate has deep experience working with multimodal freight data and demonstrated leadership with the freight industry.

  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience providing overall management, planning, analysis, review, coordination, and integration of all necessary actions to inject sound data analytics into the decision-making process.
  • Experience overseeing the use of advanced predictive analysis, data visualization, modeling, and data science methods to generate information, recognize patterns, predict outcomes and their respective probabilities.
  • Experience preventing, identifying and mitigating potential major problems in executing plans and determining proper course of action for resolution.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Research: Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  2. Stakeholder Management: Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  3.  Data Management: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
  4. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  5. Manages Human Resources: Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance.

Education

Basic Requirements:

  1. Degree: Mathematics, Statistics, Computer Science, Data Science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
