Duties

Help
  • Configure, maintain, troubleshoot issues and manage Security Management access and control server.
  • Evaluate security systems, access controls, Closed Circuit Televisions (CCTV), and fire and safety issues to determine the exact nature of the problem; and then resolve or coordinate a resolution.
  • Maintain responsibility for physical security and safety concerning technical countermeasures to secure access to agency facilities.
  • Prepare written reports of all program issues, recommend fundamental policy changes, and provide input in the development of policies.
  • Advise facility security personnel on matters requiring clear explanations of regulations and procedures, as well as assist with risk assessments.

Qualifications

To qualify for the Security Specialist, PG -0080-12, you must meet the following requirements:

You must have one year of specialized experience equivalent to the PG-11 level in the Federal service or equivalent experience in the private sector which demonstrates the knowledge, skills and abilities necessary to perform the duties of the position.

Specialized experience includes:
1) Making recommendations for Physical Security safety and security equipment requiring access to sensitive/classified information;
2) Assisting with troubleshooting security systems including CCTV, Network Video Recorders (NVR), and fire and safety issues;
and
3) Planning and implementing protective methods and security procedures in accordance with the agency's physical security policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Quality Ranking Factor:
This position has a quality ranking factor. Lack of this quality ranking factor will not disqualify you from consideration.

The quality ranking factor is having experience in the following areas:
- Configuring, maintaining, and troubleshooting an enterprise access control system-specifically JCI P2000 or equivalent, on a security management server
- Managing system health, permissions, panels/controllers, and access database integrity in an operational environment
- Hands-on experience running conduit for security system installations
- Pulling access control cable and Cat5e, as applicable, to support readers, alarm points, and network-connected devices
- Terminating and commissioning field devices, to include: alarm points/inputs, card readers, request-to-exit (REX) devices, controllers/panels
- Running a preventive maintenance program by periodically testing alarm points

Background Investigation:

For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.

Top Secret:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Top Secret. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Top Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Top Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.

Schedule A (Disability Appointment):
Documentation of eligibility for employment under Schedule A can be obtained from a licensed medical professional (e.g., a physician or other medical professional certified by a state, the District of Columbia, or a U.S. territory to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits. The letter must be printed on a "medical professional's" letterhead and signed.

The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).
