Duties

Help

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing,organizing, and exercising control over nonsupervisory employees assigned to 1 AF, Det 3.

  • Plans, organizes, and directs the activities of 1 AF, Det 3, ensuring that the HSFS complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents Detachment 3 with a variety of installation and functional area organizations.
  • Applying mastery of program management and analysis to serve as the Contracting Officers Representative (COR) and Program Manager (PM) for DoD HSFS contracts.
  • Functions under delegated authority as DoD HSFS Support Operations Center (SOC) Director during launches, flight operations and landings with interagency coordination and tactical control (TACON) over supporting rescue forces worldwide.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Performs other related duties as required.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Employee may be required to work overtime and is subject to recall.
  • Must have completed a minimum of military command and Staff College, such as, Air Command and Staff College, Naval Staff College or other service equivalent.
  • Minimum 10 years active-duty service as a commissioned officer with a thorough knowledge of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development and orders development.
  • Previous experience working as action officer, program manager or staff officer at a Joint Staff, Combatant Command or Military/Service Department headquarters is highly desired.
  • Graduate of a service branch war college or equivalent with previous commander experience as a squadron, battalion, ship or higher command is highly desired.
  • Specialized training/experience in search and rescue (SAR), personnel recovery (PR) and maritime operations is desirable.
  • Required to obtain and maintain a Top Secret security clearance with a Sensitive Compartmentalized Information (SCI).
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Conditions of Employment Continued:

  • Must be able to obtain and maintain a valid government passport.
  • This position requires travel on military or civilian aircraft, away from the normal duty station and may include remote or isolated sites.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of operations and evaluations; Knowledge of safety and security regulations, practices, and procedures; Knowledge of government contracting rules, regulations and procedures. Knowledge of safety and security regulations, practices, and procedures; Knowledge of command structure, programs, organizational relationships and decision-making processes. Ability to analyze complications and execute timely and economical processes for improvement and resolution of problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of operations and evaluations.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  4. Ability to communicate effectively, both orally and in writing.
  5. Knowledge of government contracting rules, regulations and procedures. Knowledge of safety and security regulations, practices, and procedures. Knowledge of command structure, programs, organizational relationships and decision-making processes; Ability to analyze complications and execute timely and economical processes for improvement and resolution of problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
