The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.

The Office of Manufactured Housing Programs (OMHP) is located within the Office of Housing and has a mission to protect, preserve, and promote the quality, durability, safety, and affordability of manufactured homes throughout the United States. OMHP protects the health and safety of manufactured home residents through the enforcement of the federal manufactured home construction and safety standards, installation standards, and the administration of dispute resolution between manufacturers, retailers, and installers. As authorized by the National Manufactured Housing Construction and Safety Standards Act of 1974, HUD enforces standards both directly and through state agencies; inspects factories and retailer lots; regulates installation; administers dispute resolution; establishes and collects fees for each home built; authorizes a certification label for each section of a compliant home; pursues civil or criminal penalties for violations of the Act; and oversees the Manufactured Housing Consensus Committee.

As a Compliance Admin Specialist, you will:

  • Provide regulatory or compliance advice and assistance with regard to any manufactured housing matter arising within the jurisdiction of the Office of Manufactured Housing Programs.
  • Provide staff support, analysis, and development of program procedures in achieving manufactured housing program goals, and mentoring junior employees, especially in regard to the application and interpretation of manufactured housing program standards and regulations.
  • Lead and conduct investigations and addresses matters involving violations of laws or regulations and renders legal advice.
  • Develop and implement new regulations and program actions for the long-range improvement of the overall operations of OMHP.

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

- Advising senior leadership on the interpretation and application of laws, regulations, and agency policy; AND
- Analyzing legal, regulatory, or administrative issues and recommending solutions; AND
- Experience with the development / review of policies, procedures, or compliance programs and supporting their implementation within assigned program areas; AND
- Leading projects or initiatives that require coordination with multiple offices or external stakeholders.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
