We are currently filling one vacancy, but additional vacancies may be filled as needed. 

As a Supervisory General Engineer, you will be responsible for performing the following duties:

  • Provide leadership and supervision for the Engineering Section and Leads engineering and specification development work by a staff of several professional Engineers, and other multidisciplinary General Schedule and contract professionals.  This includes setting priorities, assigning tasks, and ensuring the team meets performance goals.
  • Develop and maintain Federal Product Descriptions (FPDs), Commercial Item Descriptions (CIDs), Item Purchase Descriptions (IPDs), Federal specifications, and other technical contract support documents, ensuring alignment with industry standards and technological advancements.
  • Provide technical assistance and expert guidance to GSA and customer agencies on matters related to technical specifications, standards, and contract requirements, including evaluating requests for deviations and resolving complex technical issues.
  • Supervise a team of professionals in analyzing Item Purchase Descriptions (IPDs) for accuracy and completeness, overseeing technical reviews including National Stock Number (NSN) procurements, Ability One program Business Case Analysis (BCA) reviews, Special Order Program IPD technical writing, making recommendations to the Division Director on IPD reviews, and driving continuous improvement in the IPD technical writing process to enhance value and competition.
  • Serve as a recognized technical authority, acting as a troubleshooter for management officials on diverse and complex issues, interpreting policies and regulations, and coordinating with regional and headquarters components to ensure consistency and effective program administration.

The GS-14 salary range starts at $127,829.00 per year. Salary is dependent upon duty location. 

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.


SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service.

Specialized experience is experience serving as an engineer on multi-disciplinary engineering projects from start to finish. This experience must include:

  • Providing requirements for technical contract support documents (e.g.: Product Descriptions (PD's), Commercial Item Descriptions (CID's), National Stock Number (NSN) and/or Item Purchase Descriptions (IPD’s) for the acquisition of engineering commodities;

  • Utilizing specialized tools and data analysis to manage contracts to ensure fair market pricing (e.g., Ability One program Business Case Analysis (BCA) tools);

  • Drafting engineering reports to analyze technical problems, projects, or site conditions; AND

  • Providing guidance to ensure compliance with engineering laws, policies, regulations and/or other engineering principles/operating guidelines.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Ability to provide strategic leadership and direction to a team of engineers, aligning their efforts with the organization's goals and objectives.
  2. Skill in developing and reviewing engineering designs, specifications, and technical reports ensuring accuracy, compliance with standards, and clarity for diverse audiences.
  3. Ability to communicate complex technical information effectively both orally and in writing to diverse audiences, including technical experts, non-technical stakeholders, and senior management.
  4. Skill in analyzing and evaluating complex mechanical engineering processes and quantitative data, providing recommendations to senior management that enhances process value and competition.
  5. Expert knowledge of engineering, procurement regulations, contract management principles, and relevant laws and policies, enabling informed decision-making and effective problem-solving.
