The Financial Institution Specialist (FIS) position in the Division of Risk Management Supervision (RMS) is an entry-level position, progessing towards becoming a commissioned bank examiner.  FISs complete work assignments on bank examinations. These assigninments, as well as formal classroom training, require travel.

All United States Citizens who have graduated within the last two years, or will graduate by June 30, 2026, and have completed a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree (such as a Registered Apprenticeship Program, Jobs Corps, AmeriCorps, and Peace Corps or certificate from a qualifying educational institution). Help

Duties include:

  • Assists in evaluating the institution’s sensitivity to market risk and the adequacy of the internal measurement and control systems and policies.
  • Assists with reviewing the institution’s capital plans, strategic plans, and dividend policies, and compliance with regulatory requirements.
  • Completes work papers, comments, and summaries. Drafts comments for the report of examination. Proofs and edits written work products for clarity, accuracy, consistency, proper grammar, spelling, and conformance with FDIC guidance.
  • Communicates with institution personnel to gather information, presents findings, and obtain commitments for corrective actions.
  • Assists with examination coordination and planning by reviewing information and documents to identify potential risk areas and assists with preparing segments of examination planning documents.
  • Evaluates non-complex securities and investments to assess risk exposure and management of investment activity, and assigns classifications in accordance with examination policies.
  • Completes examination assignments on time; communicates with the examination team regarding work performed; and collaborates with coworkers to accomplish work activities in a timely manner.
  • Accurately analyzes information and calculates frequencies, percentages, sums, and ratios.

Must complete all training benchmarks and obtain a commission in the Division of Risk Management Supervision within 42 months; failure to do so will result in separation from employment.

Moderate Risk Position — Minimum Background Investigation (MBI) required.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience includes paid and unpaid work, such as volunteer service through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, or social). Volunteer experience builds competencies and can translate directly to paid employment. You will receive credit for all qualifying experience. Applicants may qualify based on education, work experience, or a combination, as follows:

A. Has received within the last two years, or if not already graduated, will receive by June 30, 2026, a bachelor’s degree from an accredited college or university that included the following: (a) completion of a major course of study in accounting, banking, business administration, commercial or banking law, economics, finance, marketing or other related fields; (b) completion of at least 24 semester hours of combined course work in business administration, accounting, finance, marketing, mathematics, statistics, or economics that included at least 6 semester hours in accounting; and (c) fulfillment of one or more of the requirements listed below for Superior Academic Achievement (SAA):

  • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study; OR
  • A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; OR
  • Rank in the upper one-third of your class in the college, university, or major subdivision; OR
  • Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

OR

B. Has completed within the last two years, or will complete by June 30, 2026, one academic year of graduate study at an accredited college or university in accounting or banking, and at least 24 semester hours of combined undergraduate and graduate course work at accredited colleges or universities in business administration, accounting, finance, marketing, mathematics, statistics, or economics that included at least 6 semester hours in accounting.  

OR

C. Qualifying experience may be substituted for the major and some or all of the required course work. To be creditable, applicants must have completed at least one year of specialized experience equivalent to at least the CG-5 grade level. Specialized experience is defined as: Applying accounting or auditing principles and practices in the review or examination of financial institutions, with an understanding of the Federal and State laws that govern them.

OR   

D. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the CG-07 position, as long as the education and experience demonstrate skill in gathering and analyzing financial data and interpreting balance sheets and income statements. 

AND

SELECTIVE PLACEMENT FACTOR:  In addition to the qualification requirements listed above, you must also meet the following selective factor to be considered eligible for this job. The selective factor is defined as:

Ability to effectively communicate orally and in writing as evidenced by using proper grammar to compose written documents which are clear, concise, thorough, and free of spelling, grammatical, and punctuation errors.   

Automated Writing Assessment:  Candidates must demonstrate that they meet the Selective Placement Factor by passing an automated writing assessment. Candidates who are minimally qualified will receive notification with a link via e-mail within two weeks from the closing date of the announcement to take the automated writing assessment. Candidates will be allotted twenty-five (25) minutes to complete the assessment after clicking on the “Begin Assessment” button.  Candidates will have three days to complete the assessment.  The completion deadline will be indicated in the notification e-mail.

If you PASS the writing assessment, you will be considered for this position. If you FAIL the writing assessment, you will not be considered.

PASS/FAIL outcomes on the current assessment expire in the event that the FDIC implements a change to the selection process/writing assessment.

Education

An individual may apply for a position in the FDIC Pathways Recent Graduates Program only if the individual’s application is received not later than two years after the date the individual completed all requirements of an academic course of study leading to a qualifying associate, bachelor’s, master’s, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution (generally this means completion of all required coursework and final exams, not upon the date the individual receives the degree or certificate) or not later than two years after the date the individual completed a qualifying career or technical education program.

Certificate programs must be equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum. Veterans who are unable to apply during any portion of the two-year eligibility period due to military service obligations have a full two-year period of eligibility upon release or discharge from active duty. In no event may the period extend beyond six years from the date the veteran completed all the requirements of an academic course of study or qualifying career or technical education program.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 40.07%. FISs and Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). FISs and Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.  

All FISs and Examiners are prohibited from the following:

  1. Obtaining a loan or a line of credit from any insured state non-member bank or its subsidiaries. Any extensions of credit held by
    the FIS/Examiner, the FIS/Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the FIS/Examiner.
    Exceptions:  
    1. Loans for a primary residence are permissible. The FIS/Examiner must not participate in any examination of that institution with
      which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the FIS/Examiner has examined.
    2. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state non-member bank either within or outside of their field office of assignment;
  2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the FIS/Examiner has an outstanding loan or line of credit;
  3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith;
  4. Disclosing any confidential information from a bank examination report except as authorized by law; and
  5. Soliciting or accepting any gift from a prohibited source or because of the FIS/Examiner's official position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You must demonstrate that you meet the Selective Placement Factor by completing and passing an automated writing assessment in order to receive further consideration for this position.  If you are minimally qualified, you will receive notification with a link to the automated writing assessment.  (Refer to Qualifications Section - Selective Placement Factor).

If you pass the automated writing assessment, your resume will be reviewed, including the vacancy announcement assessment questionnaire, to determine whether you meet the remaining qualification requirements outlined in this announcement.
