This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

As an Auditor (Performance), you will:

  • Design, implement, and assess operational controls, risks, and internal control processes to determine the efficiency with which CPD processes and programs are utilized. Develop innovative methods and techniques to assess information.
  • Perform testing of the design and operating effectiveness of internal controls and risk assessments over processes and programs within CPD. Conduct internal control reviews across CPD to ensure that internal controls are in place and producing the intended results. This includes overseeing contractors and completing vendor assessment reviews and internal control examinations.
  • Assist the Team Leader and Branch Chief in liaison activities with the HUD Headquarters internal control policy staff as it relates to matters relative to enterprise risk management and provides support to Field and Headquarters CPD program offices in the review, analysis, and resolution of OIG and GAO engagements and reports. Coordinates responses to requests from the GAO, and other regulatory bodies for information concerning CPD.
  • Assist the Branch Chief in establishing risk-based audit programs for the organization and conducts risk assessment of assigned departments or functional areas in the required timeline. Conducts audit testing of specified area and identify reportable issues and dimension of risk. Responsible for the timely execution of risk-based internal audits in accordance with the annual audit plan, as well as assisting with other audit matters and projects to ensure CPD's compliance with OMB and Treasury directives and applicable GAO standards and requirements.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Washington D.C. is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia. Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

- Communicating controversial issues, justifying conclusions reached, and recommending courses of actions in a performance audit environment; AND
- Rectifying audit findings; AND
- Planning and conducting audits.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination;
or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
