Help
  • Assist in the development, implementation, and maintenance of segments of Medicaid and Children's Health Insurance Program (CHIP) financial management policies and procedures used for administering these programs.
  • Analyze and reconcile state expenditures, budget information, and other financial data/reports to identify areas of vulnerabilities.
  • Evaluate state requests related to Medicaid and CHIP financial management and policy issues to ensure compliance with regulations.
  • Interact and collaborate with a team to effectively to provide oversight of program financial policies, activities, and operations.
  • Conduct reviews of new and revised regulations to assess the impact on program administration.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Assisting with implementing an organization's financial regulations and program operations; 2) Reviewing budget estimates, program expenditures and associated policies to ensure fiscal integrity; AND 3) Analyzing complex financial data and reports to assess compliance with program requirements.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of one full year of graduate-level education may be used to combine education and experience.

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: 1) Evaluating changes in health program policies and financing to determine program compliance; 2) Interpreting budget estimates, program expenditures and associated policies to ensure fiscal integrity; 3) Analyzing financial information and data to produce regular and special reports requested by the organization and other interested external parties; AND 4) Developing recommendations to improve financial management systems and related policies, goals and objectives for health care programs.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled.

Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, may be used to combine education and experience.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Reviewing budget estimates, expenditure data and policies for health care programs to determine program compliance and fiscal integrity; 2 ) Communicating program information to external partners on a variety of programmatic oversight issues; 3) Developing recommendations for leadership using advanced knowledge pertaining to health care financial data and program operations; AND 4) Evaluating financial information and program policies to develop summary briefs requested by the organization and other interested external parties.

Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.

Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level.

Experience refers to both paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
