Duties

Help
  • Manages, plans, implements, monitors, evaluates, and operates major DFAS accounting and finance systems. Identifies actions required to sustain and improve DFAS accounting and finance systems to meet DoD and DFAS goals.
  • Participates in formal/informal management planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in governmental policies and procedures involving important resource management issues.
  • Reviews, for soundness and technical adequacy, recommendations proposed by subordinate management and technical specialists; assesses the overall impact of proposed changes; and develops implementation plans.
  • Maintains liaison with top management officials within DoD, DFAS, other executive branch agencies and the private sector to identify program requirements and management needs, and to discuss agency proposals regarding new or revised systems.
  • Participates and represents TMO in formal and informal management planning, policy and decision-making sessions regarding legislative changes, technological improvements and changes in governmental policies and procedures involving systems issues.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience is defined as: Directing the complete lifecycle and modernization of large-scale financial or accounting systems; managing organizational workflows through subordinate supervisors; representing the organization to senior executives to negotiate and defend major financial program initiatives; designing and enforcing complex internal controls to ensure constant audit readiness; and analyzing legislative mandates to formulate and implement enterprise-level financial system policies.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.
** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. **

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
