The United States Space Force (USSF) Space Operations Command (SpOC) Mission Support & Sustainment (S4), Misson Delta 4 (MD 4) at Buckley Space Force Base, CO is searching for a Director (NH-0346-03, GS 12/13 equivalent).

Description:
The Director of Mission Support & Sustainment (S4) serves as the Senior Civilian Advisor and Subject Matter Expert to the Mission Delta 4 (MD4) Commander, spearheading the strategic leadership required to organize, train, and equip combat-ready forces dedicated to Missile Warning, Tracking, and Threat Assessment (MWTT). This pivotal role ensures the operational readiness of a global network of terrestrial and on-orbit sensors, processing systems, and communication nodes by seamlessly integrating mission requirements with functional expertise in strategic planning, programming, budget execution, and facilities infrastructure. As the authoritative lead for life cycle sustainment and material management, the Director establishes organizational focus for high-visibility initiatives while collaborating with HAF and USSF stakeholders to resolve complex organizational challenges and prioritize innovative resource solutions. By fostering essential working relationships across the Department of Defense, Combatant Commands, and international partners, the Director acts as a vital mission integrator, safeguarding the continuous delivery of accurate space warfighting effects and intelligence support to national leadership and allied forces across all operational environments.

The ideal candidate will possess an extensive background in supervisory logistics management within a Department of Defense environment, characterized by a proven track record as a senior advisor on complex mission support and sustainment initiatives. This expertise must encompass expert-level material management and strategic guidance, including the authoritative oversight of diverse support frameworks such as Inter-Service Support Agreements (ISSAs), Memorandums of Understanding (MOUs), and Host-Tenant Support Agreements (HTSAs) to ensure continuous mission alignment. Furthermore, the candidate must demonstrate a mastery of mission-critical infrastructure management, including facilities resilience and weapon system integration, supported by advanced certifications such as DAWIA or APDP Level 3 in Life Cycle Logistics.

Key Skills and Abilities:
1. Mastery knowledge of the logistics management principles, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve logistics problems; and all aspects of life cycle integrated logistics support.
2. Expert knowledge of the missions, roles, function, organizational structures, and operation of the Department of Defense and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
3. Expert knowledge to identify and optimize resources against approved programs; planning, presenting, and executing budgets; analyzing budget impacts on programs; forecasting long-term funding requirements; reviewing, evaluating, and presenting data; and supporting analysis of logistics and infrastructure management programs and activities' specialized documentation, etc.
4. Ability to lead a team and/or individual members of a team ensuring the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the teams ' strategies, goals, objectives, work, plans, work products, and services. Ability to advise/guide personnel and achieve organizational goals, objectives, and work plans. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, material, facilities, and services needed to support the program(s); and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development/modification, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases. Gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is an Acquisition Professional Development Program (APDP) position.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • Subject to Temporary Duty Assignment (TDY): Approximately 60 days per year.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • PCS is authorized. Incentives are not authorized.
