Duties

Help
  • Administers and oversees a comprehensive portfolio of programs with the Performance Management Division ensuring full compliance with federal regulations, OPM guidance, and Departmental directives.
  • Collaborates with internal and external stakeholders to refine and update policies that support effective Human Resources (HR) program implementation across assigned functional areas.
  • Serves as an advisor for assigned program areas with the Performance Management Division.
  • Evaluates effectiveness of training programs and outreach efforts throughout data analysis and participant feedback.
  • Tracks and monitors program participation and compliance by collecting, analyzing, and interpreting data related to awards metrics, leave utilization, telework participation, workers comp claims, financial disclosure submissions, and training outcome

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

 NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in HR management laws, regulations, and practices as they relate to performance management.
  • Experience in performance appraisal systems, awards administration, and career development strategies sufficient to provide guidance and resolve issues.
  • Experience mentoring and delivering HR training on technical performance management concepts, program administration, and best practices across assigned program areas.

There is no substitute of education for specialized experience for the GS-12 position.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Your score from the external assessment (Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

  • Knowledge of HR management principles, concepts, laws, and regulations as they relate to performance management.
  • Knowledge of Performance Management standards and systems.
  • Skill in gathering data, conducting analysis and evaluating results.
  • Ability to provide advisory services on a variety of human resources matters.
  • Ability to effectively communicate technical information, both orally and in writing.
