The National Intelligence Council (NIC) consists of the senior most intelligence analysts and mission managers supporting the DNI in carrying out their responsibilities as the head of the IC and as the principal intelligence adviser to the President. The NIC ensures customer outcomes by leading advances in analysis, collection, and resources which ensure the quality, timeliness, and utility of insights for the nation's decision-makers. Additionally, the NIC drives improvements in expertise and tradecraft at all levels of the IC through specialization, integration, and collaboration. Finally, the NIC drafts and implements the DNI's strategies, direction, and planning to deliver a more integrated IC reflecting the collective wisdom of our analytic and collection components to advance national security objectives.

The Senior Director/National Intelligence Officer (SD/NIO) for AOR represents the IC for this area of responsibility, directs and oversees national intelligence related to AOR, sets analysis, collection, and intelligence operations priorities on behalf of the DNI, in support of national intelligence priorities and NSC direction. By and through their Principal Deputy NIO (PDNIO) for Analysis, PDNIO for Mission Management, and the SD/NIO team, the SD/NIO is responsible for leading the IC in the following areas:

DRIVE AOR STRATEGIC & TACTICAL ANALYSIS:

Orchestrate and direct Community-wide mid- and long-term strategic analysis.

Serve as subject matter expert and advise the DNI on all AOR issues in support of the DNI's role as the principal intelligence adviser to the President.

Oversee IC-wide production and coordination of National Intelligence Estimates and other IC papers (IC Assessments, IC Briefs, and Sense of the Community Memoranda) concerning AOR issues.

Develop and sustain a professional network with IC analysts and analytic managers to ensure timely and appropriate intelligence support to policy customers regarding AOR issues.

Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders as necessary on AOR issues.

Create and sustain partnerships with other IC elements.

OVERSEE IC MISSION MANAGEMENT FOR AOR:

Determine the state of analysis, collection, or intelligence operations against key AOR intelligence questions; identify priority intelligence gaps and enterprise challenges affecting IC performance; and provide guidance on mitigation strategies, implementation progress, and effectiveness of the strategies in closing the intelligence gaps.

Influence the development of policies that promote responsible information sharing and facilitate integrated and collaborative IC approaches to analysis and collection.

Serve as a substantive expert for all intelligence sharing guidance related to AOR.

Serve as a National Intelligence Crisis Manager when necessary; serve as the focal point for intelligence activities related to AOR crises.

Lead large-scale and cross-cutting IC engagements with foreign partners to advance joint analysis and collection efforts, in coordination with counterparts from the relevant IC elements.

Regularly engage with foreign counterparts locally and internationally.

Serve as the DNI's senior advisor for foreign partnerships in the AOR.

Chair/lead relevant IC-level boards, working groups, and committees to advance DNI and NSC priorities in AOR.

Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.

CHAMPION AND INFLUENCE AOR RESOURCE MANAGEMENT:

Coordinate activities and related resource requirements across the IC.

Identify IC initiatives in the AOR that merit consideration for additional funding, advocate for that funding and, if provided, track outcomes and correcting guidance if needed.

Liaise with community elements to drive greater intelligence integration and ensure resources and appropriate attention are focused on high priority AOR topics.

Administer AOR resource allocations, participate in budget processes and activities, to include the establishment of controls to ensure the SD/NIO team does not exceed its operating budget.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Expert knowledge of the IC's architecture as related to AOR, and expertise leading analysis, collection, strategy development, or other IC disciplines on the AOR target.

Superior capability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical, mission management, or resource issues.

Excellent resource management and fiscal process knowledge, including the IPPBE process and the federal budget process.

Expert understanding of relevant allied and partner relationships and priorities, along with the ability to represent ODNI and the IC in various fora at all levels.

Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic and policy-support projects.

Proven critical thinking skills and the ability to prepare finished intelligence assessments, strategies, or other high-level written products with an emphasis on clear organization, concise arguments, and logical presentation.

Ability to work with and fairly represent the IC when analytic views differ among agencies.

Excellent communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent the ODNI, MI, and/or NIC in interagency meetings.

Superior oral and written communication skills, including the superior ability to clearly convey complex information and technical data to all levels of USG management and foreign partners.

Superior interpersonal and negotiation skills, and the superior ability to build consensus, work effectively, and independently exert influence to major ODNI stakeholders.

Superior critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement.
