Duties

Help

  • Assists in the planning and execution of the Freedom of Information Act (FOIA) Program for the Wing, within governing directives. Responsible for insuring that requests are processed IAW DODR 5400.7 AF Supplement and information obtained, if releasable.
  • Assists in the management of the Privacy Act Program for the Privacy Act Officer for 12th Flying Training Wing, AFRS, and AETC, and is the staff authority in resolution of Privacy Act matters arising control and dissemination of information. Protects individuals from unwarranted invasion of their privacy, and at the same time, permits knowledge of what records are collected and maintained.
  • Responsible for receipt and storage of records. Checks shipping list against "Files Plan" and AFM 37- 139, for accuracy and completeness of information. Ensures segregation into groups by subject matter and retention period. Packs long -term material for retirement to Records Centers.
  • Provides customer assistance. Analyzes filing systems and recommends changes in structure, location, arrangement, level of maintenance, etc. Interprets files directives for custodians and assists in structuring files for compliance.
  • Maintains files. Prepares annual schedule of evaluation visits to assigned block of offices of record. Notifies Functional Area Record Manager (FARM) or office of record of impending evaluation. Working from files maintenance and disposition plan developed by organization, site audits files using the prescribed checklists.
  • Uses varied functions of multiple office automation software to produce a wide range of documents, formats, etc. Specific assignments require a varying number and sequence of steps and use of different functions from one assignment to another. Uses word processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters and lengthy reports; uses existing database or spreadsheet software to create, enter, revise, sort or calculate, and retrieve data for reports; and uses graphics software to provide graphs and charts for reports and presentations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of pertinent laws, regulations, policies, and precedents that affect the Freedom of Information and Privacy Acts and Records Management Programs. Skill in adapting analytical techniques and evaluation criteria to measure and improve the program's overall effectiveness. General knowledge of the mission objectives, terminology, and management practices in the activity, to recognize probable areas of interaction and overlap between proposed and existing systems. Knowledge of Information Management theories, principals, practices and techniques in order to provide guidance, interpretation, and advice to all customers.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Records and Information Management Program, Freedom of Information Act Program, and Privacy Act Program.

2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs.

3. Knowledge of automated and/or physical filing systems and procedures and the subject matter content of the materials being processed.

4. Skill in typing; a qualified typist is required. Skill in conducting interviews to obtain information about organizational mission, functions, and work procedures.

5. Knowledge of forms, publications, and technical orders processing procedures. Ability to interpret and apply regulations and laws.

6. Skill in oral and written communication to prepare written reports, supplement instructions, or to write and present briefings.Ability to meet and deal with customers, using a high degree of tact and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
