Help

As a UNIT DEPLOYMENT MANAGER, GS-0301-9, you will as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; Line of Duty (LOD) investigations; Standard Installation and Division Personnel System (SIDPERS) ); Physical Disability Evaluation System (PDES) to include MEB/PEB; Incapacitation Pay (INCAP); Mobilization (MOB)/Demobilization (DEMOB); Military Medical Support Office (MMSO); Community Based Health Care Organization (CBHCO); and Warrior Transition Unit (WTU); Active Duty Medical Extensions (ADME); Medical Retention Processing 2 (MRP2); Soldier Readiness Processing (SRP).

(1) Serves as a final reviewer or processor of actions, which may include but are not limited to: Research and draft responses to Legislative and IG inquiries, Evaluation Reports (NCOER/OER), accessions, promotions, reductions, discharges, transfers, separations, boards, evaluations, Simultaneous Membership Program (SMP), promotion eligibility, retirement eligibility, and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Performs complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, pay and administrative review have been completed. Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Ensures that regulatory requirements related to the specific action are met. Identifies gaps or inconsistencies in the record and initiates action or interviews personnel to obtain needed data. Performs personnel and administrative actions related to deployment manning documents and administrative medical processing.

(2) Researches and obtains all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Forwards cases to the appropriate action officer for final review and decisions. Drafts or prepares related correspondence for appropriate signature and enters data in automated systems, as needed. Manages data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings and compiling statistical data for projected FY requirements. Ensures completeness and proper forwarding of records to appropriate board. Provides advice and guidance to other personnel on actions in areas of expertise, as well as, advice, instructions, and interpretations, as needed, to lower echelons. Processes tax refund for reenlistment bonus for Soldier in Combat Zone (CZ) or Qualified Hazardous Duty Area (QHDA). Initiates work requests to outside agencies.

(3) Provides support to maintain a variety of automated systems and interfaces used to manage service members both locally and statewide. Reviews transaction reports from previous days inputs for errors, corrects inaccurate data, and resubmits transaction for update to Defense Finance and Accounting Service (DFAS) and local databases. Provides technical guidance and training to all supported activities concerning transaction processing and system software. Identifies training needs of system users and tailors training to meet those needs. D

(4) Participates in unit Soldier Readiness Processing (SRP), and in organizational inspection program. Provides counseling to service member on available benefits; accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information; and allows the service member to perform a general review of their record.

(5) Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Incumbent must be able to obtain and maintain an appropriate clearance level.

2. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

3. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

4. Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.

5. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

8. Participation in direct deposit is mandatory.

9. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 12 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
