This position is in the Treasurer's Division of the Office of the Chief Financial Officer (OCFO), in the Portfolio Risk Management Group (PRMG), under the direct supervision of the Director, PRMG. The incumbent serves as the Director, Supervisory Financial Specialist, a recognized senior expert authority, and leader within the OCFO, Division of the Treasurer, PRMG. The incumbent provides supervision, oversight and authoritative evaluations on highly visible and complex assignments, projects, and activities. The incumbent has oversight for the enterprise-wide portfolio risk analysis, credit risk measurement, and risk governance across all authorized products and exposures of the Bank. The position reports to the Vice President, Division of the Treasurer. The position operates in a fast-paced, high-visibility environment requiring the consistent delivery of accurate, decision-ready analyses under compressed timelines in support of executive leadership, Board deliberations, budget formulation, and external reporting requirements.


Duties include, but are not limited to:

  • Leads a team responsible for monitoring and analyzing EXIM's global credit portfolio, including direct loans, loan guarantees, and export credit insurance. Evaluates portfolio exposure, concentration risk, default trends, and emerging risk indicators.
  • Provides analytical oversight of portfolio performance metrics and risk indicators used to inform senior leadership and support strategic risk management decisions.
  • Oversees the development and application of analytical methodologies used to estimate credit losses and financial exposure across EXIM's portfolio.
  • Ensures analytical consistency in modeling approaches used for probability of default, loss given default, and other financial risk indicators supporting Federal credit programs.
  • Directs the preparation of portfolio risk reports, dashboards, and analytical briefings used by senior leadership to monitor financial exposure and portfolio performance.
  • Ensures the accuracy and integrity of portfolio data used in risk reporting and strategic decision-making.
  • Develops plans and provides overall direction to subordinates for accomplishment of assigned functions. Where needed, reallocates personnel assets to meet changing requirements and shifting priorities. Evaluates employees and makes selections for vacancies. Effects disciplinary action as required. Provides appropriate training opportunities and demonstrates equitable selection processes. Establishes and maintains an effective and efficient position structure for the organization to best serve mission needs.
  • Ensures the establishment and maintenance of financial management policies and procedures to preclude statutory and regulatory violations. Also ensures that adequate internal controls are developed and operative so that government resources are efficiently and effectively managed. Reviews BFP unit's staff reporting on existing and anticipated violations of budgetary law or regulations; leads and reviews efforts corrective actions.

Qualifications

CONDITION OF EMPLOYMENT: NON-CRITICAL SENSITIVE (requiring Secret). This position is designated as a NON-CRITICAL SENSITIVE National Security position. Prior to appointment (Entrance on Duty), it requires a fully completed and favorably adjudicated National Security Background Investigation that is current (within the last 5 years).

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): AD-00: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience analyzing and managing financial risk within a large credit portfolio, including the evaluation of credit exposure, concentration risk, and potential loss scenarios.
  • Experience leading the development or application of quantitative and qualitative analytical methods to assess portfolio performance, forecast credit losses, or evaluate financial risk trends.
  • Experience supervising or leading a team responsible for financial or credit risk analysis and applying expert judgment to resolve complex financial or operational issues.
  • Experience advising senior leadership on financial risk exposure, portfolio performance, and the implications of policy or operational decisions on portfolio health.
Education cannot be substituted for experience at the AD-00 grade level.
