Duties

Help

The primary purpose of this position is: To plan, develop and administer a Wing Information Protection (IP)Program and its requirements and resources. Accountable for achieving program goals and objectives across multiple functions and disciplines and providing a focused, seamless, and supportive environment for protecting information in order to conduct effective air, space and cyberspace operations. Chairs the Wing Security Advisory Group (WSAG) or facsimile and directs activities of its diverse membership to develop risk assessments and analyses. Advises the Commander on risk assessments and recommends risk avoidance/mitigation.

Duty 1: As Chief, plans, organizes, and oversees the security activities of the installation. Formulates security program goals, plans, policies, and procedures related to the development and operation of installation-wide information protection functions and activities; provides direction and guidance to subordinate employees. Sets and adjusts short and/or long-term priorities.

Duty 2: As the Wing IP program administrator, is accountable for the successful accomplishment of IP mission goals, objectives and the secure accomplishment of all other Wing mission goals and objectives. Reports directly to the installation Vice-Commander (CV) and provides timely, objective, expertly-guided, unfiltered, risk-based situation awareness, analyses, and countermeasure recommendations to assure mission protection and success.

Duty 3: Serves as the risk assessment/risk management advisor to CC/CV for the converged IP disciplines exclusive only of physical security requirements. Formulates, articulates, executes, and delivers risk assessments across functional areas. Ensures effective risk-based protection of mission-related assets across the enterprise and across the separate specialties/functions.

Duty 4: Performs supervisory personnel management responsibilities. Structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Assures that mission and accuracy requirements are met, selects employees, hears and resolves grievances and complaints.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. NOTE: Your resume must support your response.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.
2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required. Extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures are required.
3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Wing and serviced activities.
4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security.
5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission.

1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2 . This is a drug-testing-designated position .- The-incumbent-is subject-to-random drug-testing .
3. The employee will be required-to-obtain and maintain a-TS-SCI-security-clearance. Must be able to obtain and maintain a Top Secret security clearance.

2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
6. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
7. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
