Duties

Help

  1. Project manager for formulating, developing and implementing marketing plans.
  2. Project manager for the design, development, lest and implementation of marketing and survey research.
  3. Analyzes and interprets research data.
  4. Prepares reports and briefings.
  5. Prepares specifications, budgets and contract statements of work for contracted vendors for the design, lay-out and printing of marketing and survey instruments.
  6. Support training initiatives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions .

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in independent planning, developing, and implementing marketing strategies and campaigns; conducting marketing and survey research; and analyzing quantitative and qualitative dates to evaluate program effectiveness and support decision-making. I have also coordinated stakeholders, managed project timelines and requirements, and prepared reports and briefings to communicate findings and recommendations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of, and ability to apply, analytical processes and investigative techniques for conducting studies and detailed analyses of various functions and processes. Recent experience working with Air Force Services activities highly desirable.
  2. Knowledge of, and ability to apply, marketing research theories, principles and techniques, including sampling theory (probability and non probability, questionnaires and research by design, and inferential statistics) and trend analysis. Recent experience working with Air Force Services activities highly desirable.
  3. Knowledge of, and technical proficiency in the use of, state-of-the art publishing software/hardware, methodology and application, e.g., color separations, color processing, design techniques, sizing (photos, printing, etc.). Ability to input data from a keyboard (qualified typist not required).
  4. Knowledge of, and ability to apply, attitude and opinion research methodologies, including but not limited to, paper and pencil mail surveys, one-on-one interviews, focus groups, telephone interviews. Ability to conduct, analyze and interpret focus groups. Recent experience working with Air Force Services activities highly desirable.
  5. Knowledge of, and ability to integrate and apply, design automation products such as desktop publishing, word processing, graphic and automation processes. Recent experience using PageMaker, CorelDraw, PhotoShop and Office Suite most desirable.
  6. Ability to effectively communicate, both orally and legibly in writing.
  7. Ability to lead team members from beginning to completion of a project. Ability to manage projects and - motivate team members.
  8. Ability to conceptualize and create target-specific promotional programs, special events and media that meet customer needs and management constraints and guidelines. Recent experience working with Air Force Services activities highly desirable.
  9. Ability to establish budgetary parameters and control expenses within prescribed guidelines.
  10. Knowledge of statistical analysis software and programming languages including, but not limited to, Statistical Analysis System (SAS), the Statistical Package for the Social Sciences (SPSS) and, QbasiBasic
  11. Ability to develop and present, from concept to presentation, a variety of training formats, e.g., lecture, on-the job, computer self-paced, and accompanying training aids.
  12. Ability to develop Statements of Work (SOW).
  13. Knowledge of, and ability to develop and apply, policies, practices and procedures for developing, awarding, and managing a contract. Experience with Services contracts highly desirable.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
