Duties

Help

As Associate Division Chief, the incumbent serves as subject matter expert and advisor, providing leadership, supervision, and oversight to a professional staff of Economists, Engineers, GIS specialists, Data Scientists, Economic Research Assistants, and others. Incumbent has responsibility for (a) providing OEA economic analysis oversight, strategic planning, policy recommendations, and establishing goals and objectives for economics, standards, data models, modeling and simulation; (b) working with OEA senior leadership to provide program guidance and/or advice; and (c) supervising and mentoring junior economists and other staff.

Qualifications

In order to be deemed as qualified, candidates must meet both the education and specialized experience qualification requirements.

GS-15

Specialized Experience:  In order to be deemed as qualified applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service.

For this position, specialized experience includes the following: 

1. Experience leading cross-organizational, multidisciplinary teams engaged in developing, coordinating, and communicating complex economic analyses with a range stakeholders;

2. Experience using administrative data, including geospatial data unique to legacy telecommunications regulation such as Study Areas and Exchanges, as well as location-specific data, to implement and track federal government programs;

3. Experience supporting IT system developments, as a team lead or subject matter expert, to create and maintain applications for collecting, validating and storing data;

4. Experience managing administrative data collected for oversight of federal government subsidy programs, including stakeholder engagement, data validation, and data quality control.


PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
