This National Guard position is for a SUPERVISORY CIVIL ENGINEER, Position Description Number T5904700 and is part of the ID 124 Civil Engineering, National Guard.

THIS POSITION IS SUBJECT TO PROVISIONS OF THE DOD PRIORITY PLACEMENT PROGRAM.
Plans, organizes, and oversees the activities of the 124th Civil Engineer Squadron. Develops goals and objectives that integrate organization and engineering objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements.
Plans and organizes facility planning and public works architect and engineering activities and NG Base-wide responses to natural disasters, terrorist attacks and fire response services in accordance with USAF directed concept of operations. Provides the ANG Base with the following: (a) designs for ANG Base-accomplished work (contract or In-house); (b) project development plans and specifications for contract work; (c) engineering and planning incident to master planning, development of military construction programs, including preliminary design, and the preparation of maintenance, repair, and minor construction fund programs; (d) fire protection and prevention program; and (e) expertise on environmental protection requirements, reports, and written assessments.
Plans, organizes, and directs the development and implementation of policies and procedures to secure maximum efficiency and economy in total operations, sound organizational structure, and maximum utilization of skills within legal, regulatory and professional engineering requirements established by ANG Base regulations, building, life safety and environmental codes, higher echelon, and funds limitations. Directs and assures submissions of detailed specifications and related engineering and cost data to the ANG Base Contracting Officer or to the United States Property and Fiscal Officer on capabilities required of contractors and related essential data pertaining to ANG Base let and Base administered contracts. Reviews abstracts of bids, analyzes capabilities of contractors and recommends selection of contractor for award of contract.
Establishes technical engineering and architectural, processes, criteria and functions. Prepares or directs the preparation of engineering and architectural drawings, specifications and cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds and utilities systems. Assures uniform application of guiding principles contained in published regulations, directives, and policies, and recognized professional engineering practices in the fields of civil, structural, mechanical, heating, refrigeration, air conditioning, sanitation, water supply, sewage treatment, paving, liquid fuels storage and dispensing, fire prevention, agronomy and entomology, environmental protection, and energy conservation. Reviews architectural drawings, sketches, and specifications for technical adequacy, constructability, maintainability, operability, and interpretation in terms of requirements for manpower, supplies, and equipment.
Serves as the Air Commander's representative at meetings and conferences with the National Guard Bureau, Headquarters Air Force, and Air National Guard; other federal agencies such as the Corps of Engineers, OMB, FAA, EPA, state, local government and civil bodies, as well as private agencies.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a trial period.
Participation in direct deposit is mandatory.
Must be able to obtain/maintain appropriate security clearance.
Permanent positions require a 24-month trial period.
This position is subject to provisions of the DoD Priority Placement Program.
Position covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration, not to exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE: GS-12 and above - must have 1-year equivalent to at least next lower grade level experience, education, or training for management, supervision, or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; and (2) investigating, measuring, surveying, and mapping the earth's physical features. Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel.
Air National Guard Civil Engineer experience preferred.
Education
Minimum: Bachelor of Science Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
