The Architect of the Capitol (AOC) has an exciting opportunity for an Operational Assistant. The position is located within the Office of the Chief Administrative Officer, Office Services Division. The selected candiate will support the day-to-day supervision and work activities of the division. The position requires a flexible work schedule, with potential work on weekends and holidays as required.

Duties

Help

The individual selected for this position will:

  • Assist with administrative and technical supervisory functions, assign duties and evaluate performance.
  • Develop the organizational unit’s budget and assists with the daily workload. 
  • Resolve complaints and grievances as delegated by higher level supervisor. 
  • Provide for employee skills enrichment through job related coaching, mentoring and training.
  • Serve as the day-to-day operational supervisor of staff and monitor compliance related to goals cited in strategic plans and operational programs for the Office Services Division.
  • Provide expertise and insight into programmatic applications, including procurement of administrative supplies and equipment, printing, reproduction, property management, space management, records management, mail service, facilities and equipment maintenance, and transportation.
  • Assign work to be accomplished by subordinates, set and adjust short-term priorities, prepare schedules for completion of work and approve leave in WEB/TA in the absence of division chief.
  • Manage the workload that requires complicated administrative controls involving the purchase of supplies and equipment, inventory management, property accountability, vehicle utilization and maintenance, lease agreements for vehicles and property, parking management and responsiveness to priorities of AOC top management officials.
  • Propose improvements to administrative polices, office procedures, practices and correspondence consistent with the goals of the AOC Strategic Plan. 
  • Assist with training coordination for the Chief Administrative Officer, Chief Operating Officer and Communications and Congressional Relations organizations.
  • Ensure that program materials conform to AOC brand standards, guidelines, objectivity, style, and presentation.
  • Assist with Emergency Action Response Planning in the event of emergencies and or closures at the AOC.
  • Write reports and communication documents related to areas of responsibility.
  • Prepare and deliver oral presentations to a variety of audiences within the AOC.
  • Serve as alternate Records Management and PII Liaison for the CAO to develop and update file plans and procedures for paper and electronic records so that records are organized.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-08 grade level in the Federal service.

Examples of specialized experience for this position include:

(1) Providing administrative and technical leadership or supervision to employees.

(2) Managing an organization's day-to-day office services operations. 

(3) Analyzing and evaluating program performance data to identify problems and make recommendations for improvement. 

(4) Experience in directing highly technical, complex office services programs.
