About the Position: As a Resident Office senior construction representative, the incumbent is responsible for assigned function of surveillance, wide-scope monitoring, inspection of civil, mechanical, electrical, and environmental components on projects located at Malmstrom AFB, MT.

Duties

Help
  • Responsible to direct and/or perform a part of the full range of field engineering, quality assurance functions.
  • Ensures strict adherence to safety provisions of the contract.
  • Responsible for detecting and correcting unsafe conditions.
  • Conducts periodic safety meetings for both Government and contractor personnel, attends safety meetings and advises contractor personnel in all matters relating to safety.
  • Builds and retains a productive and effective Project Delivery Team.
  • Provides mentoring, guidance, coaching, and counseling on technical as well as professional career development issues for assigned staff.
  • Compiles data and prepares a variety of correspondence and reports related to construction management of projects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a Contracting Officer's Representative (COR) certification within 24 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must obtain and maintain a valid driver's license.
  • This position requires the employee to use personal protective equipment provided by the employer.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience in planning, design, coordination, and contract management of hydropower construction projects OR military construction projects; AND performing oversight and reporting of project quality assurance, to include workmanship, and materials; maintain safe construction practices at project sites.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
  • Management may authorize the following incentives: Relocation Incentive, Recruitment Incentive or Advanced In-Hire rate.
