Duties

Help

  • Provides advice, assistance and counsel to the VISN Prosthetic Representative (VPR) on travel, training, budgeting and financial management for the PSAS, which covers 8 healthcare systems with prosthetic staff at 10 locations within a four-state catchment area. This includes staff training and mentoring; assistance with the travel program, budget management (especially as related to travel and tuition), justification and execution; financial management and reporting. Interacts with facilities and VISN and negotiates on adjustments or reprogramming in support of major program changes or requirements.
  • Assists in formulating and implementing goals and objectives which accomplish the PCU mission and performance measures. He/she assists the VISN Prosthetic Representative (VPR) in monitoring implementation of the Prosthetics and Sensory Aids Service (PSAS) strategic plan and performance plan, closing the communication loops and sustaining performance improvement gains. Incumbent utilizes several means of tracking and reviewing various Network and national objectives to serve as an informed source to the VISN Prosthetic Representative (VPR), Clinical Lead, and facility Prosthetic Supervisors. Incumbent will provide staff assistance in planning as it relates to the VHA and Network Prosthetic strategic plans and the PSAS objectives and initiatives.
  • Serves as a resource to the VPR in personnel management issues as needed. He/she provides administrative support and advice to the VPR and facility Prosthetic staff as needed on varied functions. Incumbent ensures that the PCU staff adheres to reporting requirements at all levels. He/she communicates with the facility staff, and the VPR, to ensure smooth timely procurement of all the under $3,000 purchases for the VISN 20 PSAS.
  • Responsible for the roll-up, regular reporting and data projects pertaining to the PSAS, which affect the VISN Prosthetic dashboard/scorecard and performance measures. He/she serves as the PSAS expert concerning measures definitions and external and internal validity. Incumbent oversees monitoring of measures for compliance.
  • Assists the VPR in monitoring procurement and contracting activities for the VISN Prosthetic Service. This may include data analysis and reports, monitoring compliance with mandated contract and Logistic regulations (e.g., FAR, VAR), participating in the technical review for network contract/BPA awards and or maintaining procurement and contracting records. Incumbent assists the VPR in providing advice to management and staff on contracting and procurement policies and issues.

Qualifications

To qualify for this position, applicants must meet time in grade requirements and specialized experience within 30 days of the closing date of this announcement, 04/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date. For a GS-09 position you must have served 52 weeks at the GS-07 grade or higher. If you have not held a GS position within the past 52 weeks, such as a current wage grade employee, this does not apply to you. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For a GS-9 position you must have served 52 weeks at the GS-7.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Staff training and mentoring; assistance with the travel program, budget management (especially as related to travel and tuition), justification and execution; financial management and reporting. Advice, assistance and counsel to the director of prosthetics on travel, training, budgeting and financial management. He/she provides administrative support and advice to the director and facility Prosthetic staff as needed on varied functions. Assist director in formulating and writing administrative documents such as position descriptions, SOPs and White Papers. Assists in creating presentations for internal and external leadership groups.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have successfully completed a Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.   • Combination: Applicants may also combine education and experience to qualify at this level.
