The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California is searching for a Director, Human Capital, Operations Management and Training, PCU (NH-0301-04, GS 14/15 equivalent).

Description:
As a vital member of the Delta's senior leadership team, the Director leads a blended workforce of five government and 19 contractor personnel to deliver comprehensive management services across the organization. The successful candidate will serve as the primary advisor to the command team on all matters related to management support, unit readiness, and training. This role requires significant operational expertise across a diverse portfolio, including military and civilian human resources, information management, non-core IT support, emergency management, physical space allocation, and supply logistics. The Director serves as the principal lead for all Organize, Train, and Equip (OT&E) initiatives, where they develop operational policies, interpret higher headquarters directives, and oversee the Commander's Inspection Program.

To ensure sustained mission success, the Director must be adept at building cohesive teams and fostering strategic partnerships. This involves establishing strong working relationships with Space Systems Command (SSC) staff, Space Base Delta (SBD) 3, and other external organizations to benchmark and share best practices. The Director frequently acts as the Commander's representative at various base and command-level working groups, committees, and councils. Because this position supports operations and personnel across multiple geographic locations, occasional travel is required. Additionally, the candidate must maintain the flexibility to work varied hours to effectively manage short notice taskings and dynamic mission requirements.

The ideal candidate is a proactive, strategic leader and team builder who fully aligns with the unit's vision. They combine critical thinking with expert problem-solving and decision-making skills to execute tasks independently and effectively. With exceptional attention to detail, they are a master organizer and planner capable of seamless time and organizational management. Above all, they are a dedicated teacher and collaborator who leverages clear, concise interpersonal communication to foster strong relationships and drive team success.

Key Skills and Abilities:
1. Extensive knowledge of comprehensive range of Services functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of Services organizations to provide high level staff guidance.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.
6. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
