  • Accomplishes various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
  • Recommends action plans and schedules for project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
  • Performs operational reviews, prepares thorough program analyses/evaluations, and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
  • Conducts analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
  • Monitors status and resources to meet goals and objectives and recommends adjustment of work plans and resources for project accomplishment.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE FOR GS-11:To be eligible for this position at this grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes:

  • Applying quantitative and qualitative techniques to support administrative functions like analyzing facts, drawing conclusions, and devising alternatives to project areas.
  • Assisting studies and evaluations to make recommendations for project/program changes and improvements
  • Utilizing management principles and processes to perform project management duties to coordinate and integrate project objectives and recommendations.
  • Applying oral and written communication techniques to present plans and proposals to negotiate changes to project areas.
  • Assists management by conducting analytical studies through extracting and interpreting data from information database systems for writing queries and formulas for reports.
  • Utilizes initiative and judgement with established criterion to increase program efficiency through software-used (e.g., Microsoft SharePoint Designer or comparable software).
  • Providing Visual Basic updates via MS SharePoint Designer or comparable software for project/program area.
OR A Ph.D. or equivalent doctoral degree
OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR LL.M., if related
OR A combination of experience and graduate education equivalent to that described above.

SPECIALIZED EXPERIENCE GRADE 12: To be eligible for this position at this grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience must include:
  • Recommending action plans and scheduling for project accomplishment, both short and long-term; ensures consistently with organizational goals, schedules, and policies.
  • Performing operational reviews, program analyses/evaluations, and guidance pertaining to program operation effectiveness in meeting established goals and objectives.
  • Preparing recommendations for project resource requirements; negotiates with managers of various components of the organization to obtain needed resources and support.
  • Utilizing evaluative methods to conduct projects/studies, such as establishing criteria for identifying and measuring accomplishments and progress.
  • Utilizing analytical methods to revise methods and develop new approaches to determine the impact of changes and make recommendations.
  • Applying oral communication techniques to present plans, deliver briefings, and negotiate solutions to disputed recommendations.
  • Applying written communication techniques to prepare project papers, reports, manuals, and directives.
  • Conducting analytical studies through extracting and interpreting data from information database systems for writing queries and formulas for reports.
  • Utilizes initiative and judgement with established criterion to increase program efficiency through software-used (e.g., Microsoft SharePoint Designer or comparable software).
  • Providing Visual Basic updates via MS SharePoint Designer or comparable software for project/program area.
  • Utilizing Excel functions-including pivot tables, VLOOKUP/XLOOKUP, Power Query, and data visualization-to conduct in-depth analyses and evaluate the efficiency and effectiveness of administrative and operational programs.
  • Maintaining contact with executives, all levels of management, higher-echelon analysts, representatives of other agencies, and outside consultants

AND

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Education
