Summary

As a Senior GSA SmartPay Specialist, you will lead complex projects, driving research, analysis, and strategic execution to develop and promote innovative GSA SmartPay programs through collaboration and technical guidance.

Location determined upon selection.

The Center for Charge Card Management (CCCM) is responsible for for the strategic management, development, and promotion of the GSA SmartPay program.

Duties

Help

As a Senior GSA SmartPay Specialist you will:

  • Interpret and clarify contract details for both contractors and customer agencies, offering essential advice.
  • Serve as the GSA SmartPay Contracting Officer's Representative (COR) for various program-related contracts.
  • Design, research, and evaluate operational guidelines and processes for the GSA SmartPay program.
  • Create solutions to meet customer needs and suggest program improvements.
  • Serve as the go-to expert for establishing, implementing, and overseeing customer service and overall program standards for all GSA SmartPay products and services.
  • Oversee internet-based training for customers and serve as a key resource and trainer at conferences and other program events.
  • Organize and conduct marketing efforts like workshops, meetings, and seminars to raise awareness and engagement with the GSA SmartPay program among agencies, industry partners, and other stakeholders.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

Qualifications

The GS-13 salary range starts at $108,019 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience with GSA SmartPay and/or other commercial charge card programs which includes directing, managing, or coordinating programs; providing support, oversight, and management of related contracts; and executing strategic plans and business processes to align with program and organization goals and performance measures.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of federal laws and regulations, executive orders, directives, and guidelines pertaining to GSA SmartPay and/or commercial charge card and contracting program requirements.
  2. Knowledge of policy and planning concepts and practices, project management methodologies, qualitative and quantitative research and analyzation techniques, and e-business tools and technologies to devise solutions and provide advice on different business development problems and issues.
  3. Knowledge of the GSA SmartPay program and/or other commercial charge card programs, procedures, and services in order to provide technical support and advice.
  4. Skills in interpersonal relations and written and oral communications; communicating, negotiating, and expressing technical concepts and ideas.
  5. Knowledge of strategic marketing planning and customer service to develop customer service strategies to tailor products and services to different clients for specific needs.
