Duties

Help

Duties include but are not limited to the following:

  • Responsible for reviewing and analyzing budget planning estimates submitted by assigned components for technical accuracy and adequacy of supporting narrative justification, and conformance with DOJ budgetary policy and guidelines.
  • Coordinates work with senior level analysts and component office staff on analysis of finance-orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives.
  • Evaluates incoming accounting reports to interpret results of operations, to track financial trends and events, and to resolve fiduciary and/or financial management problems.
  • Maintains control of resources, funds allocation, fund control, inter-and intra-agency reimbursable agreements and financial reports in a fiscally responsible manner.
  • Reconciles a variety of automated accounting data to identify financial data discrepancies and corrective actions required.

Qualifications

In order to qualify for the Financial Specialistposition, you must meet the following minimum qualifications:

FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following:

  1. Assisting with auditing accounts, and files to ensure adherence to internal controls and regulations;
  2. Drafting an annual budget, aiding in budget amendments and supplemental appropriations;
  3. Requesting and tracking reimbursable funds through automated financial and accounting systems; AND
  4. Identifying problem areas to recommend solutions to management.

OR

Education:
Applicants must have a Master's Degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. NOTE: Applicants must submit a copy of their transcripts for verification.

FOR THE GS-11 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing ALL the following:
  1. Compiling, analyzing and summarizing financial and/or budgetary information for an organization;
  2. Translating organizational needs and objectives, by line item and object class, into budget dollars and funding actions;
  3. Preparing financial management reports using automated computer systems and programs;
  4. Analyzing financial data to ensure accounting accuracy and compliance with laws and regulations; AND
  5. Assisting with the development of financial policies and procedures.

OR

Education: Applicants must have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade. Conditions of Employment: Only U.S. Citizens or Nationals are eligible for employment with the Executive Office for Immigration Review. Dual citizens of the U.S. and another country will be considered on a case-by-case basis. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated and rated using Rule of Many procedures under 5 C.F.R. § 332.402 based on set percentage of highest ranked eligibles. Preference eligibles will receive 5 or 10 points added to their score based on the adjudicated preference.

All eligibles at or above the pre-determined number, including any preference eligibles with a service-connected disability of 10 percent or more, at any score, will be referred to the selecting official for consideration. All eligibles with a tied rating will be referred even if the results exceed the pre-established number or percentage.

The selecting official will receive a sufficient number of names, when available, to consider at least three candidates per vacancy. If fewer than three eligible and available candidates per vacancy result, the referral will be expanded in accordance with DOJ's supplemental strategy. The selecting official will adhere to veterans' preference rules and Rule of Many procedures when making selections.
