Help

Duties include, but are not limited to:

  • TMS: designs reports as required for individuals, Service Lines and Medical Center Management; links education curriculum with medical center mission and strategic directives; ensures education requirements at facility are included in the TMS set up and management; and creates assignments of appropriate training to local users through the use of assignment profiles.
  • Creates and maintains mandatory education assignment profiles on all staff/student/contractor positions and assigns accordingly in TMS.
  • Develops innovative methods and processes to ensure facility learning/education needs and methods are current, and adhere to governing policy.
  • Functions as a facility Item Manager in the TMS; creates new items and links to online courses.
  • Provides technical support for TMS through coordination with appropriate departments and entities to troubleshoot issues regarding the TMS and online trainings.
  • Troubleshoots issues regarding the online training and data entry platforms, and works with stakeholders to ensure timely and efficient configured work processes for facility education.
  • Provides TMS maintenance on individual data entry and daily download of data from local and national data sites and troubleshoots issues with all local users, national TMS administrators and Technology Management Staff.
  • Facilitates solutions to technical problems for learners; analyzes and reviews problems, decides on appropriate subject matter expertise or course of action for education/training needs, and ensures complete and accurate responses are provided.
  • Assists in the analysis of new or proposed policy concerning the facility education programs and issues to assure compliance with regulations and compatibility with agency mission and responsibilities.
  • Identifies, monitors and ensures updates are met regarding policy and standards in specialized educational program areas (example, CME/CPEs), and creates standards of work, or process improvements.
  • Responsible for the Staff Development Webpage design, monitoring, modification, maintenance and updates.
  • Analyzes segments of policy and standards in specialized educational program areas, and makes recommendations for new policy or changes in existing policy.
  • Coordinate with all Staff Development staff to provide the most up-to-date, accurate Staff Development information, including links, calendars and documents/forms supporting facility-wide training and educational programs.
  • Utilizes a wide variety of techniques to announce, encourage and remind staff to participate in training offerings and surveys.
  • Ensures all training is properly recorded in TMS, provides training and support for all TMS users including New Employee Orientation (NEO), manages TMS accounts by creating/managing TMS accounts for non-employees, and creating TMS accounts for new employees.
  • Serves as a training specialist for distance learning as it relates to CBT/WBT
  • Serves as ADPAC for service line.
  • Provides PC support, troubleshooting and performs routine maintenance on PCs used by staff and in the conference/class rooms.
  • Manages Fund Control points for education/ tuition and identifies needs and excesses and communicates such with service lien leadership and fiscal.
  • Ordering, purchasing, and reconciling funds and purchase orders and adhere to governing policies and procedures.
Preferred Experience: Knowledge of budget, contracting, and purchasing.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The Full Performance Level for this position is a GS-9.

Work Schedule: Full Time, Monday - Friday, 8:00 a.m. to 4:30 p.m. work schedule, but work schedule may be adjusted to meet the needs of the service.

Qualifications


To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/28/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

To qualify at the GS-9 grade level:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject matter field of the position to be filled that required training or instructing or instructing others on a regular basis. OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily of a non-physical nature; however, it may require long periods of standing or transiting to classrooms throughout the facility and occasionally carrying classroom supplies. Incumbent may be required to work a flexible schedule.
