  • Serve as Senior Construction Control Representative for job site construction control of contract work assigned for military construction, civil works, or Work for Others (WFO) construction programs.
  • Apply an empiric knowledge of engineering principles, methods, and techniques employed in various construction trades and crafts, in performing, directing, and supervising on-site construction control and inspection work.
  • Determine whether all materials and equipment to be incorporated into finished job meet plans and specifications.
  • Interpret design and installation details for installation of equipment and control systems ensuring Underwriters Laboratories requirements are met.
  • Prepare Government Estimates for modifications to the contract and negotiate change proposals with Contractors.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires incumbent to wear safety equipment and/or use personal protective equipment (PPE) when needed.
  • Work involves using numerous special safety precautions, climbing mountains, wearing personnel protective clothing (non-breathing HazMat suits), respirators, using man-lifts.
  • Work involves stooping, bending, climbing, roofs, crawling under buildings and in conduit, confined spaces, high voltage areas, and other contaminated areas.
  • Daily trips include the use of hard hats, boots, eye protection and ear protection, special personnel clothing and respiratory protection.
  • Exposures to hazardous wastes, asbestos, dust, tunnel work, and gases occur frequently.
  • Most work sites can only be reached by driving.
  • These sites must be reached during both summer and winter, with exposure to extreme heat and/or cold temperature.
  • Position requires Temporary Duty Travel (TDY) at least 25% of the duty time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) reading and interpreting vertical/horizontal building construction plans and specifications, submittals, and shop drawings or 2) general construction contract administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Salary includes applicable locality pay or Local Market Supplement.
  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 5 years. Time-limited reassignments and changes to lower grade may exceed 5 years; however, return rights may be impacted. Position may be made permanent without further competition.
  • Current, permanent USACE employees who are selected for this position will receive administrative return rights for the duration of the initial assignment and for any extensions up to 3 years, with potential to request further return rights to a maximum of 5 years.
  • Return rights for non-USACE Army employees will be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
