The primary purpose of this position: to establish data base systems that will consolidate of the various registrar
systems across Air University. Incumbent serves as AU Registrar liaison with AU/TI, responsible for communicating AU Registrar database needs and requirements, assessing proposed systems to meet those needs, and ensuring Registrar database needs are met.

Duties

Help

  • Provides technical advice and recommends procedures for admissions, enrollments, academic tracking, scheduling, and academic records of students for all Air University Professional Military Education schools, professional continuing education schools, and accessions program's as it pertains to computer system requirements.
  • Provides technical support tor AU aspects of i;:graduate academic administration within resident and nonresident schools such as admissions tracking, grade reporting, registration, scheduling, development and dissemination of academic transcripts and graduation documentation.
  • Assists with the design, development, and management of systems that meet current and future requirements and apply or extend existing systems.
  • Assists AU Associate Registrar in performing Air University level investigation and evaluations of especially difficult and unresolved problems involving highly complex data base management software relating to the registrar function.
  • Makes changes or modifications to the Registrar data base when there are conflicting requirements and numerous complex problems.
  • Assists AU associate Registrar in performing feasibility studies which involve application of emerging
    computer technology to resolve unique user requirements.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount. Incumbent of this position must achieve the appropriate IA certification within six months of assignment
  • A waiver of this six month requirement may be granted. Failure to receive the proper IA certification may result in removal from this position.
  • Must be able to obtain and maintain a secret clearance.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 series. Click here for the requirements for this position.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes the application of information technology related to data base software and related systems to serve as a technical authority covering a wide range of technology applications; used to assist in advisory on AU registrar projects involving data base management systems. Application of data base management and principles; academic policies, standards, laws and other regulatory and accreditation requirements governing all aspects of secondary education.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Note: You must attach a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Specialized experience as described above, but less than one year; and have less than two years of graduate-level education as described above. Computed percentage of the requirements must meet at least 100%. Note: You must attach a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of academic policies, standards, laws. and other regulatory requirements governing all aspects of postsecondary education. Knowledge of registrar functions at post-secondary and continuing educational institutions.
2. Ability to analyze problems and to develop timely and economical solutions. Knowledge of accreditation requirements.
3. Knowledge of data base management principles and practices. Ability to apply knowledge of current automation technology and practices. Ability to apply knowledge of programming languages ani. techniques.
4. Knowledge of the objectives, overall design, and operating characteristics of related hardware and software to support
registrar functions. Ability to apply a knowledge of systems analysis and design methodologies.
5. Ability to communicate clearly and effectively, both orally and in writing. Ability to work harmoniously with all levels of personnel.
6. Ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to
coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations, and ability to
model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to
daily behaviors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
