Duties

Help

Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM.

Conduct installation EM assessment and interprets and analyzes assessment results. Evaluates EM program to ensure compliance with established guidance.

Conduct initial and recurring training for functional areas of EM. Develops, implements, and conducts installation level EM and Chemical Biological Radiological Nuclear (CBRN) related training for first and emergency responders, specialized teams, and installation personnel.

Serve as Emergency Support Function (ESF 5), EM representative in the EOC and CBRN Control Center and provides guidance on mitigation, preparedness, response, and recovery.

  • Must be able to obtain and maintain a secret security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Must have successfully completed the Air Force Emergency Management Apprentice Course and have a bachelor’s degree in Emergency Management.
  • Disclosure of Political Appointments is required.
  • Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable.
  • Completion of the National Planners course is highly desirable.
  • Must attend the Air Force Emergency Management Apprentice Course within one (1) year of appointment to position. Must maintain proficiency essential to maintaining this position.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations.
  • Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Key designation should be determined locally.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work outside normal duty hours.
  • This is a developmental position with known promotion potential to the target position of GS-0089-11.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

QUALIFICATIONS FOR GS-09:

SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established emergency management principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and risks which may cause injury to persons or damage to property.

OR

EDUCATION:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.

QUALIFICATIONS FOR GS-11:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs; Knowledge of CBRN defense and response procedures for natural, man-made, and technological disasters.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:

Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment.
2. Knowledge of and ability to develop EM training programs and conduct training and testing.
3. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations.
4. Skill in analyzing situations and taking appropriate emergency action.
5. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
6. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
