The incumbent is a Supervisory Facility Operations Specialist and serves as Principal Manager of the Carpentry Branch, Masonry Branch, Paint Branch and the Sheet Metal Branch.

Duties

Help

The incumbent supervises the trades, crafts, and labor functions of construction, renovation, installation, maintenance and repair projects.

Tour of Duty: Monday - Friday 6:30 a.m. - 3:00 p.m. Hours may change due to operational needs of management.

Please Note: The selectee will be designated as an “Emergency Essential Employee” and will be required to work in emergency situations.

Duties include, but are not limited to:

  • Coordinate and amicably communicate the assignment of staff and support on projects and maintenance tasks with branch supervisors of the Sheet Metal branch, Carpenter branch, Painting branch and Masonry Branch of the Tenant Services Division.
  • Oversee the preparation of cost estimates from drawings, blueprints or site inspections for proposed or anticipated maintenance, repair, replacement, and construction projects and alterations.
  • Plan, schedule, and oversee the work operations of subordinate shop supervisors and workers on a quarterly and longer-term basis.
  • Review and direct shops to perform clean-ups, follow-up inspections, and develop solutions for mitigation of water leaks caused by weather or internal/external building system failures and track accordingly.
  • Develop Best Management Practices for recurring, preventative, service, corrective, predictive, and reliability-based maintenance. 
  • Investigate work-related problems such as excessive costs or low productivity or morale and determine causes; implement corrective actions; and recommend solutions to staffing problems, and work operations directed by other supervisors. 
  • Develop performance requirements for subordinates and ensure a mutual understanding of the performance standards. Counsel employees on performance, set performance standards, and make unique formal appraisals of subordinates' work performance. Oversee the creation and management of individual development plans. Oversees and develop all career ladder positions to have an individual development plan that identifies requirements for promotion and provide a reasonable pathway to mastery of the trade within position description requirements.
  • Plan organizational structure and staffing needs, determine types of jobs required, assign duties to key subordinate positions. Review and approve justifications for personnel requirements, review and approve job descriptions and select key employees. 
  • Develop Statements of Work and acquisition packages for procurement. Serve as a Contracting Officer’s Technical Representative (COTR) for designated contracts. Review the progress of work performed by contractors to see that completion dates are met. Evaluate employee and contractor performance in meeting operational requirements, contract requirements and core processes. 
  • Perform technical oversight and support to contract workers and others assigned to projects by ensuring that plans, blueprints, materials and other tools required are available and by obtaining needed information and decisions from the supervisory engineer or other technical staff.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience is defined as having experience:

  • Planning and/or directing program management aspects of renovation and maintenance projects in the tracking of facility maintenance, preventive maintenance and/or corrective maintenance;
  • Conducting activities over construction and maintenance operations performed by contractors, including reviewing project plans, specifications for workability and facility condition assessments;
  • Managing and/or directing contract administration activities to include monitoring contractor activities through personal contact and/or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract; and
  • Performing administrative supervision of employees in the performance of facility maintenance and repair work.

Education

There is no educational requirement for the Facility Operations Services series (1640); however, a bachelor's degree or higher from an accredited college or university is highly desirable. 

Engineering background is highly desirable.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
