DUTIES AND RESPONSIBILITIES:

  1. Coordinates with IHSC units to review data of products used to promote organization communications initiatives.
  2. Supports IHSC communications initiatives established by the IHSC assistant director, IHSC Communications Unit chief, and the Strategic Communications Team supervisor.
  3. Conducts studies, research, and needs assessments to define opportunities for new or improved processes, solutions, practices, products, or services based on user needs to improve customer experience.
  4. Researches, develops, coordinates, and implements performance measures to: Compile and interpret data; Evaluate the effectiveness of communications campaigns; Present findings to IHSC communications designers; and Recommend strategies to improve communications efforts, to include appropriate vehicles for communicating information.
  5. Develops information materials and supports Strategic Communications Team efforts.
  6. Recommends appropriate tools and platforms - including broadcast messages, magazines, newsletters, communication workgroups, and live Town Hall meetings - to enhance communications across the organization.
  7. Supports communications planning development and completion.
  8. Occasional travel required to support IHSC facilities.
  9. Use Adobe and Microsoft Office products to write, edit, design, format, and maintain content in appropriate style for both print and online mediums.
  10. Deploy for up to 30 days a year to internal facilities as needed through IHSC's TDY on-Call Schedule (ITOS).
  11. Additional duties as assigned.

  • ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Qualifications

PHYSICAL DEMANDS:

  1. This non-hazardous duty position requires sitting and/or standing for extended periods of time [6-8 Hours].
  2. Performing repeated bending motion.
  3. Average manual dexterity for computer operation.
  4. Phone use for extended periods of time.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Must possess a qualifying degree for the PHS officer's category and an advanced degree (e.g., M.B.A. or M.S.) from an accredited institution.
  2. Must have experience in the following areas to successfully perform the duties of this position: Writing communications related materials, Strategic planning, Collecting, analyzing, and providing recommendations for data.
  3. Understands strategic communications and how it supports organization goals and priorities.
  4. Highly effective interpersonal and organizational skills; strong writing skills to include document formulation, editing, and review.
  5. High degree of initiative, and follow-through on a wide range of communication efforts.

Additional information

This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (OCoS), IHSC Communications Unit (ICU). This is a non-supervisory position.

Incumbent serves as a communications analyst for IHSC Communications Unit, Strategic Communications Team. The Strategic Communications Team develops, facilitates, and oversees official strategic communications across multiple platforms with internal and external audiences; maintains IHSC websites; develops and administers the agency's SharePoint infrastructure; and analyzes the effectiveness of implemented communication strategies.

IHSC has a multi-sector, multidisciplinary workforce of 1,650 employees, including federal civil servants, PHS commissioned corps officers, and contract staff. In Fiscal Year 2025, IHSC administered and managed a health care system that provided direct care to over 171,000 detained illegal aliens housed at 17 IHSC staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 266,000 detained illegal aliens housed in 217 non-IHSC-staffed facilities, totaling more than 50,700 beds. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for illegal aliens in ICE custody. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.

SUPERVISORY CONTROLS:
Incumbent reports to the team leader, Strategic Communications Team, IHSC Communications Unit. The team leader, Strategic Communications Team, reviews products to ensure they meet guidance and specifications.
