This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

As a/an Data Scientist, you will:

  • Responsible for researching, assessing, evaluating, and realizing useful and valuable emerging technologies and techniques that can progress the analytic capabilities and offerings across the Evaluation and Analytics Division.
  • Translate medium to complex concepts, findings, and limitations into concise, plain language.
  • Consult with internal and external stakeholders and customers to identify the appropriate data, methodological approach, and design.
  • Present the results of quantitative analyses to non-technical audiences.

Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

Washington D.C. is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia. Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

  • Collecting data through multiple mechanisms (e.g., surveys or systems) for data analysis; AND
  • Preparing and delivering technical/narrative reports for making program decisions; AND
  • Using statistical analysis to develop, manage, and maintain models, dashboards, and reports.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Basic Requirements:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Eligible and qualified applicants will be evaluated through a structured interview based on the competencies listed below. The interview will be conducted by subject matter expert(s) of the position as a formal assessment.

Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.

To be considered for final selection, applicants must demonstrate highly qualified experience in these designated competencies during the structured interview.

Category rating will be used to rank and select eligible candidates.
