The Executive Director of the Office of Interagency and Shared Services serves as the principal advisor to the Chief Financial Officer (CFO) on interagency agreements, reimbursable work authorizations, payroll, and external financial management services.  The Director is responsible for the following duties:

  • Provides executive leadership to oversee the accounting and financial management of GSA’s interagency agreements, including reimbursable work authorizations, Economy Act transactions, and other intragovernmental arrangements. 

  • Provides executive oversight of the payroll and financial management shared services that GSA delivers to boards, commissions, and small agencies. 

  • Oversees the establishment and enforcement of controls over interagency transactions, ensuring timely identification and remediation of deviations from financial policies or program objectives. 

  • Drives operational scalability and standardization, ensuring processes, systems, and controls are optimized to support multiple customers efficiently and consistently.

  • Establishes service delivery performance standards to ensure timeliness, accuracy, customer satisfaction, and compliance across externally supported agencies. 

  • Advises CFO on risks and performance related to financial operations, including trends in reimbursable revenue, cost recovery, aging agreements, unbilled receivables, unsupported obligations, and trading partner variances. 

  • Assesses the impact of management decisions on the fiscal integrity of programs and the system of controls, and recommends modification, amplification, or revision to such decisions and/or to the system of controls. 

  • Provides technical direction and coordination of interagency agreement/reimbursable work authorization activities performed by financial management staff in other GSA offices, and conducts compliance reviews to assure adherence with the appropriate policies and procedures. 

  • Ensures effective internal controls over interagency agreements, including timely corrective actions regarding material weaknesses or significant deficiencies disclosed through financial statement audit findings and any reports resulting from reviews performed in support of the Office of Management and Budget's Circular A-123 under the Federal Managers' Financial Integrity Act. 

  • Leads, develops, and manages a large professional workforce, setting performance expectations, building technical capability, and fostering a culture of accountability, service, and continuous improvement.

OTHER CONDITIONS OF EMPLOYMENT:

  • This position is a Critical Sensitive High Risk national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a  certification statement confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • Veteran's preference does not apply to positions in the Senior Executive Service.  

Qualifications

All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES:

  • Demonstrated experience leading the development, management, and growth of interagency shared service programs, to include payroll or financial management shared services.

  •  Proven business leadership experience at a large, complex organization that delivers products and services at an agency-level, with demonstrated ability to establish vision, strategies, and initiatives to drive business improvements, as well as analyze and address management issues and challenges.

5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

NOTICE REGARDING SALARY: GSA has established Pay Tiers within the Governmentwide SES pay band and categorized each SES position in the agency into one of three tiers. This structure is designed to provide a more refined approach to executive compensation, aligning pay levels with the scope, complexity, and impact of each SES role. This is a Tier IISES position. Current SES members whose salary equals or exceeds the maximum advertised salary for this position, will not lose pay upon appointment.
