Solicit, negotiate, and execute Other Transaction Agreements.
Coordinate and manage all delegated OTAs, including solicitation, negotiation and execution, and related administrative concerns and issues.
Advise senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc.
Develop new approaches and specialized provisions for use in the development, planning, and implementation of new OTAs that are supported or implemented by NIH's Institute/Center (IC).
Develop new policies, procedures and internal controls as HHS and/or NIH OTA policy guidance evolves; and develop IC policy responses to HHS and NIH requests for input into proposed new and revised OTA policies and procedures.
Provide advice and expertise on resources, regulatory considerations and technical information and strategic planning recommendations which may impact the initiation, modification, curtailment and/or termination of an agreement.
Serve as an office contact for sensitive legal and regulatory compliance issues, including representing IC to senior level management officials in organizations such as the GAO, HHS Office of the Inspector General and NIH Office of the Director.
Evaluate the overall effectiveness and quality of OTA awards by planning, designing, and executing ongoing internal audits, and initiate corrective action based on findings, which may require changes or modifications to policies or procedures.
