  • You will have knowledge of and skill in applying the following: advanced IT and Communications principles, concepts, methods, standards, and practices to serve as a recognized IT and Communications planner.
  • You will apply cost and economic analysis techniques, or similar methodologies.
  • You will have prepare statements of work and equipment specifications.
  • You will have a strong aptitude for applying new developments and trends in technology to problems not readily resolvable through conventional approaches.
  • You will evaluate contractor proposals and designs to resolve disagreements and effectively collaborate other technical communication personnel.
  • You will monitor contractor's work to ensure conformity to plans and specifications.
  • You will negotiate skillfully with all levels of personnel within the division, other military representatives, communications systems users, contractors, GOJ representatives, and other IT and Communications specialists.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to obtain and maintain current valid Government Owned Vehicle (GOV), Status of Forces Agreement (SOFA), and United States driver’s licenses.
  • Frequent travel or Temporary Additional Duty (TAD) up to 30% may be required annually.

Qualifications

GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing or maintaining strategic plans; assessing policy needs; identifying and addressing workforce planning and management issues; preparing budgets; and project management. In addition to the specialized experience your resume must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: conducting audits of IT and communications programs, developing policies, and providing policy guidance.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: identifying and refining user requirements to establish plans for current and future IT needs, coordinating new requirements with various services, agencies, and organizations.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Maintains a channel of communication with all activities concerned to receive comments, provide explanation, and resolve issues as project manager.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: conducts technical inspections for projects in progress and during operation testing, ensures compliance with requirements and specifications, and develops technical solutions to various IT and communications problems.

GS-11

Conditions of Employment Continued
-This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
-You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

-This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2. This designation requires:
1. The incumbent participate in a continuous learning (CL) program as described in SECNAV 5239.20A and SECNAV M-5239.2. An annual 40 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of (641)(Systems Req. Planner) (Intermediate)/(802)(IT Project Manager)(Basic). For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from Federal service.

Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Additional Information Continued

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
