This vacancy announcement is open to current employees of the federal judiciary (AO or U.S. Courts) nationwide. This position is not a fully remote position, but is eligible for telework per AO policy. The selectee of this position will be assigned an official duty station at a federal judiciary location (AO or U.S. Courts). Accordingly, pay will be set based on the locality area/official duty station assigned.

The Administrative Office of the U.S. Courts seeks a skilled and self-motivated Probation Administrator to join its team to lead the Cybercrime Management Program. The Probation Administrator (Cybercrime) position is located within the Department of Program Services, Probation and Pretrial Services Office (PPSO), Program Services Branch (PSB) of the Program Oversight and Support Division.

This position reports to the PSB Chief.

As a member of the PPSO team, the probation administrator provides national guidance and support to the system, and program services generally. This position is primarily responsible for national oversight and support of the Cybercrime Management Program.

Specialized duties include, but are not limited to:

  1. Providing administrative oversight, assessment, and development of policies and procedures to ensure cost effectiveness and supervision risk reduction for the cybercrime management program and special populations subject to computer search, management and monitoring.
  2. Leading and overseeing development and implementation of a regional cyber lab model, including the assignment of districts to each regional lab, nationwide coordination of forensic search activities across four regional labs, budget management, workload, and trend analysis.
  3. Developing and overseeing implementation of national policies and outcome measures regarding cybercrime management to include coordinating with staff in other areas to ensure consistency and consideration of evidence-informed practices.
  4. Conducting research, tracking and evaluating program data, and monitoring trends necessary to identify program success, opportunities for improvement, vision casting, and strategic planning related to cybercrime management.
  5. Serving as an authority on cybercrime management, computer monitoring, probation and pretrial services policies and procedures, to include serving on policy-making working groups, facilitating focus groups, and as a point of contact for probation and pretrial services personnel.
  6. Coordinating and delivering training, support, and outreach aimed to enhance national and district specific implementation of national policies, procedures, and best practices related to cybercrime management.
  7. Providing daily oversight of assigned temporary duty staff (TDY); communicating directly with division and branch chiefs regarding TDY performance and activities.
  8. Serving as a Contracting Officer Representative for the national computer monitoring contract and other assigned contracts.
Generalized duties include, but are not limited to:
  1. Providing staff support for the Judicial Conference Committee on Criminal Law to implement the provision of legislation affecting the federal probation and pretrial services system.
  2. Reviewing the work of probation and pretrial services offices to include national oversight activities and the evaluation of high-profile cases.
  3. Managing and resolving operational problems, responding to inquiries, and providing technical and administrative guidance.
  4. Working collaboratively with internal and external stakeholders to identify problems, analyze information to determine accuracy and relevance, and draw accurate conclusions.
  5. Using research, technology, and software applications to support operational efficiency, organizational workflows, and communication.
  6. Participating in training to further professional knowledge, skills, and competencies.
  7. Communicating effectively, both orally and in writing, to include drafting memos and emails, and preparing presentations to provide regular updates on assigned activities and initiatives.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in each of the following:

  1. Serving as an authority/subject matter expert in the assessment and development of policies and procedures to ensure cost effectiveness and risk reduction for cybercrime management programs and special supervised populations subject to computer search, management, and monitoring.
  2. Conducting research, tracking and evaluating program data, and monitoring trends to identify program success, opportunities for improvement, vision casting, and strategic planning related to cybercrime management.
  3. Serving as an authority/subject matter expert on cybercrime management, computer monitoring, and probation and pretrial services policies and procedures.

Education

The basic qualifications can be met in one of three ways:

  1. Bachelor's degree from an accredited college or university.
  2. Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  3. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
