The United States Space Force (USSF) Space Systems Command (SSC) Space Systems Center (SSC) at Los Angeles Air Force Base, California is searching for a Human Resources Data Scientist (NH-1560-03, GS 12/13 equivalent).

Description:
The Space Systems Center (SSC) manages the full lifecycle of space systems and is recruiting an HR Forensic Data Specialist to bridge critical gaps between HR, IT, and management by conducting deep-dive investigations into workforce data anomalies. In this mission-critical role, you will perform root-cause analysis on systemic issues and transform raw electronic evidence into coherent narratives that support data-driven decision-making and workforce shaping. As the primary guardian of data integrity, you will identify patterns within large datasets and provide expert advisory services to ensure the accuracy and reliability of personnel information. This position requires a strategic analyst dedicated to problem-solving and untangling complex data structures to directly impact the future operational readiness of the Space Force.

The ideal candidate possesses comprehensive Department of War (DoW) HR experience and expert-level knowledge of civilian personnel data systems, such as DCPDS and Business Objects, underpinned by a strong understanding of foundational HR principles. This role requires a proven background in systemic Root Cause Analysis (RCA) and forensic data acquisition-including securing electronic audit logs and performing contextual analysis-to resolve complex data discrepancies and uncover the origin of data changes. Serving as a technical consultant to executive leadership, the successful candidate will manage databases, conduct quality control, resolve intricate system errors, and collaborate on enterprise-wide projects. Furthermore, they must be an exceptional oral and written communicator capable of negotiating sensitive issues and distilling large volumes of information into strategic-level briefings and executive-quality MS Office deliverables, while remaining flexible to support mission needs through potential temporary duty (TDY) travel and unscheduled overtime.

Key Skills and Abilities:
1. Knowledge of data science techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve difficult problems and to achieve support for alternative solutions within the commercial and government technical community; skill in performing data management activities.
2. Knowledge and skill in a broad range of DOD or private sector Business systems, data, big data analytics, data pipelining, data science tools, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems and analytical capabilities.
3. Advanced skill in articulating and defending complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert ability to negotiate and defend findings and gain executive support for new program concepts. Communicates effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
4. Skill to lead teams composed of industry, government, and academic experts; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints; analyze, plan, and adjust work priorities to meet program requirements and objectives within available resources.
5. Skill to perform data collection and analytic techniques in support of command requirements.
6. Ability to expertly perform command staff officer tasks to include but not limited to plan, organize, and lead required staff and team meetings; generate meeting minutes, briefs, talking papers, white papers, background papers; and develop Course of Action (COA) recommendation briefs.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • May be required to travel by military or commercial aircraft in the performance of TDY assign.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • This position will close after 5 business days or 75 applications, whichever comes first.
